About this file
This Statement of Work (SOW) details NASA's requirements for a high specific energy 4680 Li-ion cell design. The objective is to design, assemble, screen, and deliver Li-ion cells with a minimum specific energy of 265 Wh/kg, a 25Ah minimum capacity, and precise dimensional specifications (46.0 ± 0.2mm diameter, 80.0 ± 0.2mm height). NASA will provide 30 Internal Short Circuit Devices (ISCD) for testing, and the contractor must implant these devices in the third wind of the cell's jellyroll.
Key contractor tasks include providing a product data sheet demonstrating specification compliance, manufacturing and serializing cells, and conducting comprehensive testing. Delivery requirements include shipping a minimum of 50 standard cells and 12 ISCD cells to NASA-JSC in Houston, TX within 3 months of contract start, and delivering 10 cell header assemblies within 1 month. The testing protocol requires activating two ISCD cells - one at 100% State of Charge to demonstrate thermal runaway effectiveness and another at 0-5% SoC to verify shipping and storage safety.

High Specific Energy 4680 Li-ion Cell Design
Statement of Work (SOW)
12 Aug2025
1.0 Objective- Design, assemble, screen, and deliver Li-ion cells in 4680 format capable of > 265 Wh/kg in specific energy.
2.0 NASA Inputs – NASA will provide 30 Internal Short Circuit Devices (ISCD) designed for a graphite to aluminum short circuit.
3.0 Cell Specifications
3.1 Cell Capacity – 25Ah minimum in 4.2V to 2.5V discharge window after a full charge at no more than 4.2V.
3.2 Cell Specific Energy – >265 Wh/kg minimum during discharge in 4.2V to 2.5V discharge window after a full charge at no more than 4.2V.
3.3 Diameter measured at the mid-height of the cell – 46.0 ± 0.2mm
3.4 Height – 80.0 ± 0.2mm
3.5 Cell Design – No spin groove
3.6 Cell Vent – Opposite positive terminal end
3.7 Positive Terminal – Isolated from enclosure with aluminum surface for welding
3.8 Enclosure – Cell case shall be of negative polarity
4.0 Contractor Tasks
4.1 Cell Design – Provide a product data sheet that shows compliance with the specifications herein in the proposal quote for this effort.
4.2 Cell Assembly – Manufacture sufficient cell quantity to deliver required quantities to NASA with each cell serialized.
4.3 Internal Sbort Circuit Device (ISCD) Cell Assembly – Implant the ISCD in the third wind of the jellyroll from the outside and mark the ISCD location on the outside of the can.
4.4 Cell Testing – Provide cell screening results that indicate individual cell performance meets specification herein. Activate two ISCD cells, one at 100% SoC to show effectiveness at driving thermal runaway and one at 0-5% SoC to show safety for shipping and storage.
4.5 Cell Delivery – Ship minimum quantity of 50 cells and 12 ISCD cells to NASA-JSC, Houston, TX, 77058, within 3 months after contract start date.
4.6 Weld Sample Delivery – Ship minimum quantity of 10 cell header assemblies with isolated positive terminals to the same address as in 3.4 within 1 month after contract start date.
