About this file
This document is a NASA Shared Services Center Recommendation and Determination to Solicit from One Source form for a sole source procurement. NASA is seeking to purchase an Applanix POS AV 610, a redundant component for an airborne imaging system used in NASA Goddard's Lidar, Hyperspectral, and Thermal (G-LiHT) multi-sensor imager. The total estimated cost is not specified, with a 30-day delivery timeframe after receipt of order (ARO).
The justification for sole sourcing emphasizes technical compatibility and potential project disruption. If an alternative vendor or brand were selected, it would require a complete redesign, rebuild, and field testing of the system, estimated to cost approximately $0.5M and take 6-12 months. This would exceed the HQ maintenance budget for G-LiHT and potentially impact post-hurricane data collection planned for 2026. The document highlights the critical need for an instrument nearly identical in size, weight, power, and performance to the existing Applanix POSAV GPS-INS.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION
NASA SHARED SERVICES CENTER
RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE
OR BRAND NAME
PICK ONE
Sole Source:
☒I recommend that NASA, NASA Shared Services Center negotiate with Applanix Corporation only for Applanix POS AV 610. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 30 Days ARO.
OR
Brand Name Justification:
☐I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject brand name from Manufacture Name for Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
The requested Applanix POS AV 610 is being purchased as a redundant component of an airborne imaging system. It must be nearly identical in size, weight, power, and performance to the current POSAV GPS-INS made by Applanix
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
If an alternate brand were selected, the instrument would not be compatible with NASA Goddard’s Lidar, Hyperspectral, and Thermal (G-LiHT) multi-sensor airborne imager. A complete redesign, rebuild and field testing of the system would br required which would take close to $0.5M and at least 6 to12 months to complete. This is more funding than HQ provides for G-LiHT maintenance and it would impact post-hurricane G-LiHT data collection for 2026.
