☒I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject band name from Teledyne Analytical Instruments for the Hydrocarbon Analyzer model 4020.

The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 16 Weeks ARO.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

The Hydrocarbon Analyzer Model 4020 requested here is the same model as the two units that failed during testing of the Converter Compressor Facility (CCF) system. The entire system has been configured specifically for this model, and switching to a different model would delay project completion by several months. Procuring an alternative analyzer would also require additional time for employee training and system familiarization, causing further schedule impacts that are not feasible at this stage of the project. Our center recommends selecting this vendor because they deliver the units the fastest. Each day of delay in receiving the analyzer directly affects the critical path of the Artemis II project.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

Each day that the Hydrocarbon Analyzer units remain unavailable, it is directly affecting the critical path of the Artemis II mission schedule. This delay not only jeopardizes our ability to meet key milestones but also poses a risk to the broader timeline of mission integration and launch readiness. The ongoing testing of the Core Control Facility (CCF) upgrades has been brought to a complete standstill, as these tests are contingent upon the replacement of the Teledyne units. Until these components are delivered and installed, we are unable to proceed with validation activities, which will introduce further downstream delays in system certification and mission assurance. The cumulative impact grows each day, underscoring the urgency of resolving this issue to avoid compromising mission objectives.
