☒I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject band name for Keysight B1500A Semiconductor Device Analyzer Mainframe Hardware. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 11 weeks ARO.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
All US commercial companies who make curve tracer systems were evaluated. While some companies have available machines with similar capabilities, the Keysight B1500A is the only machine in the size and price range that our center needs for the continuation of work. Considering the technical demands, operational reliability, and seamless integration into our workflow, the Keysight B1500A is the only instrument that fully satisfies our semiconductor device characterization requirements.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
A comprehensive market analysis was conducted to identify alternative vendors capable of delivering comparable analysis and functionality. The findings confirmed that only the Keysight B1500A meets the full technical and operational requirements set by NASA. This machine is intended for research directly supporting the ODME project, which plays a critical role in closing technology gaps for NASA’s Moon to Mars objectives through targeted technology maturation. Selecting a different machine would result in significant performance compromises, increased risk to mission objectives, and potential delays due to the lack of essential capabilities. Moreover, using an alternate machine would disrupt established research roadmaps and impede progress toward key technology maturation goals, ultimately affecting the agency’s ability to meet its strategic exploration milestones..
