About this file

This Statement of Work (SOW) details NASA's objective to develop an AI/ML capability prototype for Smart Tailoring of Agency Standards, aimed at decreasing the time required for standards tailoring and adjudication. The project will integrate NASA standards into a shared portal using natural language processing and large language models to enable expedited review, search, and identification of standards across NASA's Engineering and Safety & Mission Assurance (S&MA) domains.

The contractor will perform Phase III activities including workflow automation to eliminate repetitive manual processes, intelligent query integration for advanced document search and retrieval via MS Teams and Power BI, and implementation of a testing and feedback process to validate system performance. The period of performance extends through July 31, 2026, with the ultimate goals of reducing labor for technical experts, improving project efficiency, decreasing potential human error, and lowering overall costs by streamlining the standards selection and implementation process across NASA mission directorates.

STATEMENT OF WORK

1. Objective/Requirements The goal is to develop AI/ML capability prototype to enable Smart Tailoring of Agency Standards which will decrease the amount of time it takes to either tailor NASA Standards pre-contract negotiations and/or during program/project initiation and adjudication. This effort will integrate NASA standards along with extracted elements from each in a shared portal to make structured queries for expedited review, search, classification, identification, and arrangement of standards utilizing appropriate large language models and associated technology which is transferable and scalable for use within NASA’s Engineering and S&MA domains.

Currently the selection of standards is performed manually by SMEs and/or goes through laborious adjudication between NASA SMEs and proposing contractor. The need lies in reducing the time of standards adjudication which is in support of reducing the time from Concept to Flight. Now that AI/ML technology has matured to the point where it is being applied to numerous industry cases (e.g., Chat-GPT) it is considered viable for assessment of implement ion with lower required technology development. It could benefit all MDs and reduce labor on NASA technical experts, programs/projects (via pre-tailoring), and a reduction of effort on contractor side (adjudication) which reduces the cost to the taxpayer.

This is a step in the direction of reducing schedule from Concept-to-Operations and decrease the potential of human error by increasing the consistency in which technical standards are applied to projects/programs. Once it is understood how to be utilize this technology, it can be applied to other areas of Engineering and Mission Assurance; quick scouring of applicable lessons learned at the start of a project/ program, writing first draft requirements based upon pulling from past project requirement sets and associated domain meta data, etc.

Consequence/risk if we do nothing: current labor-intensive process persists.

2. Characteristics, Scope, and Specs The contractor shall perform the following duties:

• Phase III: Data Integration and Assimilation for Standards o Build off of Phases I & II and continue AI design and implementation for content creation for Standards Implementation of a text analyzer and relevant Natural Language Processing modules customized for Standards extraction per the following key activities and associated deliverables:

Workflow Automation: Eliminating repetitive manual processes by embedding automated workflows that improve accuracy, consistency, and processing time.

Intelligent Query Integration: Introducing advanced search and retrieval functions that leverage smart algorithms to provide faster, more relevant access to documents via MS Teams and Power BI.

Testing and Feedback: Implementation of a validation process to quantify system performance and gathering user insights for further improvements.

3. Period of Performance Through July 31, 2026
