STATEMENT OF WORK
The National GEM Consortium 2025 Annual Board Conference and Meeting
September 11-13, 2025 San Diego, California
Background The GEM Annual Board Meeting and Conference is a distinguished national forum designed to drive dialogue and inspire bold, forward-thinking strategies in graduate STEM education. This event plays a critical role in spotlighting the mission of the National GEM Consortium, strengthening partnerships, and highlighting the achievements and potential of GEM Fellows. As a cornerstone event for stakeholders in STEM workforce development, including academic institutions, industry leaders, government agencies, and current fellows, the conference provides unmatched access to strategic discussions, programmatic updates, and collaborative opportunities aimed at advancing technical talent into leadership roles. The conference brings together applied scientists, engineers, university faculty, and institutional leaders committed to elevating the nation’s capacity for scientific and technological excellence. It also serves as a vital touchpoint for NASA and other federal agencies to align with partners who are actively contributing to the advancement of STEM capability. Participation in the event ensures continued engagement with a unique and impactful network that supports NASA’s strategic goals in graduate education, research collaboration, and long-term workforce development.
Scope This Statement of Work is for the purchase of the sponsorship package for The National GEM Consortium partnership with NASA to sponsor NASA GEM fellows for GEMs Annual Board Meeting and Conference and GEM’s Future Faculty Professionals Track Session and GEMs Grad Lab Session at the 2025 Annual Board Meeting and Conference for September 11-13, 2025, at the Marriott Marquis in San Diego, California.
The proposed purchase covers; (1) GEM’s Future Faculty Professionals Track and GEM’s Grad Lab Sessions and, (2) Sponsorship of 15 GEM fellows (new and returning) travel logistics and accommodations.
As a Corporate Sponsor NASA would be participating at this national conference to share with the higher education academic community information about education programs and initiatives, to encourage students and educators to seek careers in science and technology, and to recruit for Co-Op Program and Summer Internship opportunities. NASA’s OSTEM personnel will be available during recruitment event to answer questions and provide information about NASA employment opportunities and education programs.
The following represents some benefits from NASA’s OSTEM partnering with the 2025 Conference. This relationship will have a positive impact on NASA’s OSTEM in three principal areas:
• Access to Talent – At the 2025 Annual Board Meeting and Conference, NASA’S OSTEM personnel will have the opportunity to interact with large numbers of unique Graduate-level scholars from across the country that represents a wide variety of academic disciplines and over 60% of the scholars are in the STEM fields. While most of the students are graduate students and there is a sizable number of undergraduate students attending the Conference, who are enrolled in Minority Serving Institutions, there will be several faculty, administrators and staff from colleges and universities attending the Conference and many are involved in STEM disciplines and programs.
• Reputation as a Unique Leader – Over the past four decades, the organization, now known as The National GEM Consortium (GEM), has primarily helped thousands from different groups historically unique students in the engineering, physical science, and life science disciplines overcome one of the most pervasive barriers to pursuing an advanced degree:
identifying and securing funding for graduate education. NASA will receive high visibility at the 2025 Conference, in printed materials, as a partner committed to the advancement of minority and underserved scholars in the engineering and science fields.
• Employee Development – Because of actively participating in the Annual Board Conference and serving as a sponsor, NASA’S OSTEM representatives will have the opportunity to share their knowledge and experiences with the higher education professional community. These representatives will have the opportunity to further enhance their professional development experiences and expand their network base to a different community.
