☒I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject brand name from Hitachi Vantara, LLC for Hitachi VSP Hardware. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 30 days
ARO.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
Acquisition of the requested products is critical toward the continued operation of the Cloud and Computer Service Line (CCS) at JSC for Hitachi Storage System. The Hitachi system is used by the NaTS Imagery System for storage. The particular brand name, product, and features described are essential to the Government’s requirements, and market research indicates other companies’ similar products, do not meet, and cannot be modified at this time to meet, the agency’s needs. Hitachi maintenance support and no hard drive returns is a well-established brand with a proven track record for its quality and support of server systems for CCS at the Johnson Space Center.The Hitachi Licensing and maintenance will be used to extend the operation of existing Hitachi Storage System
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
It is necessary for NASA to obtain this brand to meet the stringent quality and hardware compatibility requirements established for CCS at the Johnson Space Center. CCS JSC Data Center operations is familiar with Hitachi license and maintenance support procedures and depend upon Hitachi Support to meet Service Level Agreements for CCS JSC OCIO Storage Services and NASA Imagery. The replacement of G400 by VSP of Hitachi Storage System is used to keep the storage system in operation.
Any other solution/product other than Hitachi replacement systems would be incompatable with current operation which would result in increase training/support cost, current license, and redesign/replacement of the whole system.
