About this file

This document is a NASA Shared Services Center Recommendation and Determination to Solicit from One Source form for a sole source procurement. NASA recommends negotiating exclusively with Hart Machine Tool Inc to purchase Mitutoyo CMM Accessories for Quality Defect (QD), with a total estimated cost unspecified and a 30-day delivery period after receipt of order (ARO). The justification centers on compatibility, as the accessories are manufactured by the same company that produced the existing measuring equipment, ensuring optimal performance and preventing potential issues like increased downtime, additional costs, and reduced operational efficiency that could arise from using alternative vendors or brands.

The document highlights key procurement considerations, including the proprietary nature of the MCOSMOS software and the critical need to maintain equipment compatibility. The sole source recommendation is based on the unique characteristics of the accessories and market research supporting the selection of this specific vendor. The form is dated March 15, 2017, and is version 2.0, indicating it is an official NASA procurement document designed to justify a non-competitive acquisition process for specialized measuring equipment accessories.

NASA SHARED SERVICES CENTER

OR BRAND NAME

PICK ONE

Sole Source:

☒I recommend that NASA, NASA Shared Services Center negotiate with Hart Machine Tool Inc only for Mitutoyo CMM Accessories for QD . The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 30 Days ARO.

OR

Brand Name Justification:

☐I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject band name from .for Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

This accessories pack is manufactured by the same company that produced our existing measuring equipment, ensuring full compatibility and optimal performance. Using a different vendor or brand could result in incompatibility issues and reduced efficiency..

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

Selecting a different brand will lead to compatibility issues, increased downtime, and additional costs due to the need for adapters, replacements, or recalibration. Such disruptions could negatively affect productivity and the accuracy of measurements, ultimately impacting overall operational efficiency.

ADDITIONAL COMMENTS:

Per my conversation with the user, please allow this procurement to remain “Sole Source”.

NOTE: The MCOSMOS software is proprietary
