About this file
This document is a NASA Shared Services Center Recommendation and Determination to Solicit from One Source form for a sole source procurement. NASA recommends negotiating exclusively with Tyto Athene, LLC for a Vesta 911 Server Renewal at the Kennedy Space Center Emergency Operations Center. The procurement covers support services for critical software that integrates with the Cisco Unified Call Manager telephone system, supporting helicopter pilot callout (HELO) operations.
The document justifies the sole source procurement by highlighting the potential risks of seeking alternative solutions, which would require a 12-18 month comprehensive evaluation and implementation process. Replacing the existing system could introduce significant safety and emergency response risks, potentially compromising operational readiness. The proposed contract period is from 09/02/2025 to 09/01/2026, with the total estimated cost redacted in the document. The technical user emphasizes that failure to renew by the specified date could result in critical system failure and compromise personnel safety.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION
NASA SHARED SERVICES CENTER
RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE
OR BRAND NAME
PICK ONE
Sole Source:
☒I recommend that NASA, NASA Shared Services Center negotiate with Tyto Athene, LLC only for Tyto
Athene Vesta 911 Server Renewal. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 09/02/2025-09/01/2026.
OR
Brand Name Justification:
☐I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject band name from Manufacture Name for Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
Renewal of support services for the Vesta Software deployed at the Kennedy Space Center (KSC)
Emergency Operations Center (EOC) / 911 Center is critical. The software plays an essential role in supporting HELO (helicopter pilot callout) operations and is fully integrated with the Cisco Unified Call
Manager telephone system via SIP trunks to ensure reliable communication during emergency situations.
Continued maintenance and support are necessary to maintain system reliability and operational readiness. A lapse in support could lead to system failure, significantly increasing the risk to personnel safety and emergency response effectiveness.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
Pursuing alternative solutions to replace the existing Vesta Software would require a comprehensive evaluation and implementation process estimated to take approximately 12 to 18 months. This timeline would include market research, compatibility assessments, cost analysis, procurement, system design, testing, and full deployment. During this period, the current system would remain unsupported, increasing the risk of a critical failure without an immediate fallback in place. Additionally, the total cost of acquiring and implementing a replacement system is currently unknown and could represent a significant financial investment. The lack of a clearly defined and vetted alternatives further emphasizes the importance of maintaining support for the existing, mission-critical infrastructure.
ADDITIONAL COMMENTS:
Failure to renew by renewal date could result in safety and emergency risks if system failure occurs.
