STATEMENT OF WORK
2MW Solar Site Field Repairs at M6-0899 – Kennedy Space Center
Reference: PCN100339 / EWR173136
Revised: 7/24/2025
SCOPE
Contractor is to provide solar array field repairs:
o Replace existing wire clips with EZ solar grip clips or equivalent types across solar array.
Clips are to be upgraded version of existing that mitigates and minimizes potential shorting/faults of the cables from being pinched or prematurely degraded.
o Investigate the cause and correct the voltage ground faults present across the solar array.
NASA has maximum of (8) spare solar panels onsite that will replace existing severely damaged panels to correct voltage/production across various solar strings.
Contractor is to replace up to (8) panels, as required by field findings and testing.
If additional damaged or non-producing panels cannot be replaced and are reducing/derating voltage output of solar strings, bypass panels that are non-functional and document location of damaged panel for future replacement.
o Inspect the solar panels connectors and replace with same style/type (MC4 connectors).
Not-To-Exceed (NTE) quantity of (15) connector replacements.
There are mixed MC4, H4, and Tygo connectors that could lead to potential failures that can impact total solar array output.
MC4 connectors are the originally common installed style/type. Remove the
H4, Tygo, or other installed connectors and replace with MC4’s.
If there are more than (15) connectors that need replaced, isolate replacements to specific solar strings, and notate/document which solar strings remain to be addressed at future date.
o Inspect all combiner boxes and replace blown fuses where applicable across solar array.
If blown fuses are caused by water intrusion, contractor is to repair the combiner box to mitigate further intrusion.
It is known Combiner 1B3 has blown fuse.
It is known Combiner 2A3 has visual signs of water intrusion.
o Install (4) new Surge Protection Devices (SPD) on the AC side power feeding to the (4) Solectria Photovoltaic Inverters. (1) SPD per inverter.
Existing Inverters: Company/Brand: Solectria ; Model: SGI 500XTM SPD selection and all work performed shall meet:
NASA Standard: KSC-STD-E-0012 (Rev.G) o Existing as-build solar drawings can be provided upon request. NASA Drawing: 79K39954 o Support pre-work and post-work KSC Stakeholder meeting(s) for organization and briefings.
o Provide final report of solar array testing and document work completed and findings across the solar array.
ENGINEERING
No special engineering required for this project.
The government is seeking to restore the solar site back to original design parameters.
STANDARDS
Work to occur during standard working hours: 1st shift Monday – Friday.
Verify with Facility/Area Manager and NASA Stakeholders prior to mobilizing.
NASA will provide and arrange required outage support, prior to contractor mobilization, so that power or communication systems up/down stream of inverters are properly shutdown.
Provide company Safety Plan that includes any applicable electrical/solar certifications related to this service.
o NASA-KSC Safety Plan template (KSC Form 50-473) to be provided to contractor upon award, in accordance with KNPR 8615.7.
Always verify zero-energy state prior to work.
Contractor is to provide material submittal to NASA Project Manager prior to ordering and installing all hardware.
BADGING
NASA will provide access to the solar site, currently secured by fence/padlock.
No area access (keycard) is required.
Temporary KSC badge will need to be obtained for KSC access. NASA will support contractor to obtain. Typically, can be issued within (1) week of request.
INSPECTION
Government may at any time inspect and/or support the services being rendered at KSC. NASA will organize any required site visits and will include appropriate Stakeholders to support and inspect the area being assessed.
PROJECT CLOSEOUT
Provide findings report and suggested repairs or replacement hardware to restore solar site back-to-print.
PROPOSAL/BID DEVELOPMENT
Contractor certifies the proposal includes labor cost associated with prevailing wage rates as prescribed under the provisions of either the Service Contract Labor Standards (SCLS)--formerly the Service Contract Act of 1965 or the Construction Wage Rate Requirements (CWRR)--formerly the Davis-Bacon Act (FL20240001). These wage determinations are published online at SAM.gov.
Provide quotation with firm-fixed total dollar value (less state tax), description of services, NAIC & CAGE code, state license #, and acknowledgement that the contractor can meet all requirements within this Statement of Work and Period of Performance.
o Notate any exclusions or service qualifications, if applicable.
Do not include State Sales Tax. NASA agency exemption certificate to be provided, as required.
Payment upon work completion.
Contractor may preview solar site prior to contract/task order award, to ensure the depth and material quantities of scope. Government will provide site access upon request.
PERIOD OF PERFORMANCE: Service(s) to be completed within 60 calendar days from award notification.
