☐I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject brand name from Manufacture Name for Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

The LaVision Imager CX3P 5 cameras are uniquely suited for our stereo PIV system due to their high resolution (2440 × 2040 pixels), fast frame rate and integrated Scheimpflug mounts. Unlike external adapters, the built-in Scheimpflug mount allows precis focus alignment across angled image planes, which is critical for accurate stereo image reconstruction using their state of the art Software (DaVis).

These cameras also offer superior pixel density and performance at a lower cost than many competitors, and are fully compatible with LaVision’s DaVis softwares which is currently already in use within the testing enviornment. This integration eliminates potential issues with synchronization, calibration, and post-processing, and also ensures good interoperability with other LaVision equipment already in use.

Relying on third-party cameras would risk system incompatibilities, complicate troubleshooting, and potentially lead to schedule delays.The accompanying processor tower is essential for handling the large data volumes generated by time-resolved PIV. The 64 GB of RAM and GPU compatibility allows rapid post-processing of terabytes of image data through DaVis’s GPU-accelerated algorithms. The 960 GB NVMe boot drive and 10 TB SATA storage comes with fast data access and substantial capacity for extended recordings. The specs for the tower are consistent with LaVision’s system recommendations and supports a streamlined, high-throughput workflow , and reduces the risk of hardware bottlenecks during processing.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

Using another vendor would risk software and hardware incompatibility with existing LaVision systems, leading to significant troubleshooting time, reduced system reliability, and delayed testing schedules.

Additional costs may arise from purchasing separate Scheimpflug adapters, developing custom integration tools, and lacking full support from DaVis software. These issues could result in weeks of setup and debugging, potentially impacting milestone deadlines and requiring tens of thousands of dollars in unplanned labor and equipment costs.
