About this file

This Statement of Work (SOW) details NASA's Deployable Composite Booms Fabrication (DCB-FAB) project for obtaining thin-ply thermoplastic composite prepreg products from Sakai Ovex Co., Ltd. in Japan. The U.S. distributor/contractor is required to import and deliver two specific composite products by May 15th, 2026 to NASA Langley Research Center: a plain weave carbon fiber/PEKK prepreg fabric and a unidirectional tape, both with precise specifications including a 3mm tow width, 59 gsm fabric weight, 500m and 2700m fabric lengths, and a 42% (±2%) resin content. The fabrication process involves using M30SC carbon fibers coated with Kepstan 7003 PT resin, with no fiber desizing, to create prepreg materials for compression molding evaluation.

The SOW includes additional requirements for the contractor, such as importing the items in the original Sakai Ovex packaging, providing inspection and compliance certificates, and disclosing any Artificial Intelligence (AI) technologies used during contract performance. The project aims to explore using thermoplastic composites to manufacture longer deployable composite booms more efficiently, avoiding high-cost tooling and molds. No technical meetings with NASA are requested, and the contract emphasizes the sole-source nature of the materials from Sakai Ovex.

STATEMENT OF WORK

1.0 Introduction/Background:

The STMD Deployable Composite Booms Fabrication (DCB-FAB) project is exploring the use of thermoplastic composites to increase the length of deployable composite booms through a new fabrication process. The use of new thin-ply thermoplastic composites enables very long structures to be manufactured efficiently in a continuous or piecewise manner as opposed to having to produce higher cost tooling/molds as long as the final parts themselves.

2.0 Scope of Work: This SOW covers a series of thin-ply carbon fiber/PEKK composite prepreg products to be used for evaluation purposes. The material is to be delivered as a plain weave prepreg fabric and as a unidirectional tape in an uncured condition to serve as the raw material to create composite parts under compression molding.

3.0 Objectives: The U.S. distributor/contractor shall deliver the listed products in accordance to the specifications listed and under the tolerances outlined.

4.0 Description of the Work/Contractor Tasks:

The U.S. distributor/contractor shall deliver to NASA the following thermoplastic composite products listed on Table 1 to be produced by Sakai Ovex Co., Ltd. in Japan (sole source provider of the material worldwide). This shall be produced with the specifications listed and under the tolerances referenced:

Table 1: Thin-ply thermoplastic composite products from Sakai Ovex Yarn/Fiber Fabric Form Tow width Target FAW Fabric Width Fabric

Length (m)

RC %

M30SC Plain weave 3 (±0.2) mm 59 (±1) gsm 1 (±0.003) m 500 42 (±2) M30SC Unidirectional N/A 37 (±1) 83 (±1) mm 2700 42 (±2)

The U.S. contractor shall liaise with Sakai Ovex for the production and import of these fabrics, which shall be produced following this process:

o Original M30SC carbon fibers with thermoset compatible sizing as provided by Toray with shall be spread while being powder coated with Kepstan 7003 PT resin from Arkema. No fiber desizing operation is requested.

o For the woven fabric forms these spread tows shall ultimately be woven into a plain weave fabric with a nominal tow width of 3 ± 0.2 mm.

o For the unidirectional product, these spread tows shall ultimately be assembled into a unitape with a nominal width of 83 ± 1 mm.

o The resin content (RC) percentage of the final unidirectional and woven prepreg products shall be 42 ± 2% leading to a nominal fiber volume fraction (FVF) of 50 ± 2 %.

The final items shall be imported from Sakai Ovex in Japan by the U.S. distributor and ultimately delivered to NASA in the original box from Sakai Ovex. No dry ice is required for shipment of the product.

Items shall include the original inspection and test report and certificate of compliance from Sakai Ovex.

No technical or progress meetings with NASA are requested.

AI VERBIAGE:

1) Use of Artificial Intelligence (AI) During Contract Performance requires contractors to disclose the use of AI technologies at any time during the fulfillment of the contract. This requirement statement must be included in all contracts (including orders);

and

2) Artificial Intelligence (AI) Acquisitions provides additional contractor requirements when the contract is acquiring covered AI systems or services as defined by OMB memo M-25-22. This requirement statement must be included in all contracts (including orders) when acquiring covered AI systems or services. Covered AI systems or services and exceptions are listed below as defined OMB memo M-25-22).

5.0 Deliverables and Period of Performance: The contractor shall deliver the three products listed in Section 4.0 by May 15th, 2026.

Items shall be delivered to the following address:

NASA Langley Research Center

Hampton, VA 23681-2199
