STATEMENT OF WORK
ADVANCED MULTI-SPECTRAL DETECTOR SYSTEMS
ENGINEERING AND MANAGEMENT SERVICES SUPPORT,
CODE 662

Background The GSFC Astrophysics Division requires advanced multi-spectral detector systems engineering support for numerous specialized activities associated with the development of various different detectors at GSFC in the Astrophysics Division. In particular, a core activity is the support needed associated with the ESA flagship mission under development called Athena. NASA is contributing the main detector for the X-ray Integral Field Unit Instrument (X-IFU). Extremely specialized engineering support is needed.
Scope
The Government expects to take delivery of the power supplies that fulfills the specifications listed below.
Requirements:
The X-ray astrophysics laboratory requires comprehensive engineering leadership and technical expertise to be provided in support of critical detector development programs spanning x-ray, microwave, and infrared domains. We require specialized services in advanced packaging, precision wire bonding, cryogenic validation, and cleanroom operations management while maintaining oversight of engineering personnel and establishing strategic direction for future technological capabilities. The Scope of these services is define below.
Advanced Detector Packaging and Integration
• Execute end-to-end packaging solutions for high-sensitivity detector systems operating across multiple wavelength domains (x-ray, microwave, infrared)
• Lead complex integration processes for micro-electrical and opto-mechanical detector assemblies in controlled cleanroom environments
• Implement quality assurance protocols and post-integration verification procedures to ensure compliance with mission-critical specifications
• Pioneer next-generation packaging methodologies through systematic analysis of post-cryogenic test outcomes
Technical Design and Engineering Support
• Provide sophisticated mechanical engineering expertise utilizing state-of-the-art computer-aided design software
• Develop precision engineering drawings and technical specifications for testing apparatus across diverse operational temperature ranges
• Execute comprehensive failure analysis and implement design modifications to enhance detector performance parameters
• Establish standardized operating procedures for cross-disciplinary detector evaluation methodologies
Micro-Fabrication and Wire Bonding Direction
• Lead wire bonding operations across three distinct research units, ensuring technical excellence and operational efficiency
• Orchestrate calibration and maintenance of specialized micro-fabrication equipment to maintain optimal performance specifications
• Direct cross-disciplinary technical teams in advanced wire bonding applications for varying detector technologies
• Establish wire bonding protocols optimized for diverse temperature ranges and operational environments
Facilities and Resources Management
• Oversee comprehensive inventory control and resource allocation for multiple specialized cleanrooms and testing laboratories
• Implement strategic procurement planning to ensure uninterrupted availability of mission-critical consumables
• Maintain cleanroom operational standards in compliance with applicable protocols for multi-spectral detector fabrication
• Coordinate specialized equipment maintenance schedules to minimize downtime of critical testing apparatus
Personnel Leadership and Development
• Implement mentoring initiatives to accelerate skill development in specialized detector technologies
• Formulate strategic workforce capabilities aligned with emerging detector technology requirements
DELIVERABLES
The Engineers providing the services defined above shall provide the following deliverables during the performance period:
• Regular status reports detailing technical achievements and resource utilization metrics
• Comprehensive documentation of enhanced detector packaging methodologies
• Updated standard operating procedures for wire bonding processes across multiple detector types
• Annual personnel development plans and performance assessment documentation
• Strategic capability development roadmaps for future detector technology initiatives

Place of Performance
• The chosen vendor will carry out all activities on center at Goddard Space Flight Center.
Period of Performance
• 1 year.
