About this file
This document is a NASA Shared Services Center Recommendation and Determination to Solicit from One Source form for a sole source procurement with the University of Toledo. The procurement involves L-PBF GRX-810 Heat Treatment and Temperature Impact on Very High Cycle Fatigue Study, with an estimated 12-month performance period. Marshall Space Flight Center requires detailed sample preparation and ultra-high cycle fatigue testing for NASA missions using laser powder bed fusion additive manufacturing, and the University of Toledo offers unique capabilities in additive manufacturing characterization, including ultra-high cycle fatigue testing up to 2400°F and subject matter expertise aligned with NASA's technical requirements.
The sole source justification emphasizes the University of Toledo's established partnership with NASA, existing contracts, and specialized equipment that ensures data integrity and continuity. The characterization supports Space Launch System (SLS), Space Technology Mission Directorate (STMD), and commercial space missions by meeting critical material requirements for Advanced Propulsion Systems. NASA and the Department of Defense have previously invested in developing additive manufacturing processes with the University of Toledo, and changing vendors would result in potential testing inability and a schedule delay of over 12 months, making this a critical sole source procurement for maintaining research and testing continuity.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION
NASA SHARED SERVICES CENTER
RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE
OR BRAND NAME
PICK ONE
Sole Source:
☒ I recommend that NASA, NASA Shared Services Center, negotiate with The University of Toledo to provide L-PBF GRX-810 Heat Treatment and Temperature Impact on Very High Cycle Fatigue Study. The total estimated cost of this effort is and the estimated period of performance is 12 months.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
Marshall Space Flight Center (MSFC) requires detailed sample preparation and ultra high cycle fatigue testing and mechanical evaluation to meet design requirements for NASA missions using the laser powder bed fusion additive manufacturing process. The University of Toledo offers unique capabilities in additive manufacturing (AM) characterization, including a broad range of material characterization facilities, unique ultra-high cycle fatigue (UHCF) testing up to 2400°F, and subject matter experts familiar with NASA MSFC's technical requirements for high cycle fatigue of additive samples. These capabilities are not common to all AM institutions. This procurement aims to leverage the University of Toledo's experience from prior contracts for UHCF and (very high cycle fatigue) VHCF testing.
Therefore, I recommend that the NASA Shared Services Center negotiate exclusively with the University of Toledo for the Laser Powder Bed Fusion GRX-810 samples and high-temperature VHCF/UHCF testing. The University of Toledo has an established partnership with MSFC under Cooperative Agreement Notices (CAN) projects and contracts, demonstrating their ability to meet NASA MSFC's demanding technical requirements in additive manufacturing research and development. NASA has an ongoing contract with Toledo under 80NSSC25M7052. The characterization of GRX-810 ultra-high cycle fatigue samples is additional work beyond the current contract and must be completed on identical equipment with identical parameters to maintain data integrity for NASA. This characterization supports SLS, STMD, and commercial space missions, meeting critical material requirements for the safety margins of Advanced Propulsion Systems and structural integrity.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
NASA has engaged the University of Toledo under contract to test unique NASA-developed alloys and conduct fatigue testing. Alongside DOD contracts (Air Force Office of Scientific Research, NASA and its partners have invested in developing additive manufacturing (AM) processes and testing with Toledo. Further characterization and documentation must be completed on identical equipment with identical parameters to maintain data integrity, continuity, formatting, and traceability. This characterization supports SLS, STMD, and commercial space missions, meeting critical material requirements for Advanced Propulsion Systems' safety margins and structural integrity. NASA has also invested significant internal resources in post-test data analysis. Maintaining testing under the same conditions on the same machines is essential to ensure consistency with prior contracts. This material characterization and data dissemination are crucial for hot-fire testing planned at NASA-MSFC, supporting rapid fabrication freeform additive manufacturing.
This data reduces uncertainty and ensures safety margins for Advanced Propulsion Systems and
Page 2 V2.0 3-15-2017 structural integrity. Failure to procure this would result in the inability to test, and a schedule delay of over 12 months.
