About this file
This document is a Recommendation and Determination to Solicit from One Source form from NASA Shared Services Center, recommending a sole source procurement for the Parvo Medics TrueOne 2400 System. The document justifies selecting Parvo Medics as the exclusive vendor based on their 25 years of expertise in metabolic measurements, with the system already in use across NASA's Exercise Physiology & Countermeasure Labs and multiple other prestigious research institutions. The procurement is for replacing older equipment to ensure consistent testing and research capabilities, with an estimated 30-day delivery timeline. The justification emphasizes the unique characteristics of the TrueOne 2400 system, including its status as the "gold standard" for metabolic measurement, and highlights the significant training and expertise NASA's exercise physiologists have developed with this specific system. Switching to another vendor would require extensive retraining, system compatibility assessments, and comparative data analysis, which would necessitate additional funding not currently available.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION
NASA SHARED SERVICES CENTER
RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE
OR BRAND NAME
PICK ONE
Sole Source:
☒I recommend that NASA, NASA Shared Services Center negotiate with Parvo Medics, Inc. only for Parvo Medics TrueOne 2400 System. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 30 days ARO.
OR
Brand Name Justification:
☐I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject band name from . for Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
Parvo Medics has 25 years of expertise in metabolic measurements. Parvo Medics TrueOne is currently being used in the NASA Exercise Physiology & Countermeasure Labs. Other institutions such as NIH, U.S. Olympic Training Centers, USARIEM, Cooper Institute, Duke, Harvard, Stanford, Washington, Florida, Tennessee, Penn State, among other universities use the TrueOne metabolic measurement system. Parvo Medics provides excellent on-going technical support to help maintain the systems. Parvo Medics is the only vendor/manufacturer of the Parvo Medics TrueOne2400 metabolic measurement system. This system has been verified through independent studies such as: Bassett DR Jr, Howley ET, Thompson DL, et al. Validity of inspiratory and expiratory methods of measuring gas exchange with a computerized system. J Appl Physiol (1985). 2001;91(1):218-224.
doi:10.1152/jappl.2001.91.1.218Crouter SE, Antczak A, Hudak JR, DellaValle DM, Haas JD. Accuracy and reliability of the ParvoMedics TrueOne 2400 and MedGraphics VO2000 metabolic systems. Eur J Appl Physiol. 2006;98(2):139-151. doi:10.1007/s00421-006-0255-0. Parvo Medics’ TrueOne® 2400 is the gold standard metabolic measurement system for cardiopulmonary stress testing, indirect calorimetry, and maximal O2 consumption measurement. The Exercise Physiology & Countermeasures Lab has used Parvo Medics TrueOne Analyzer systems for over 20 years (first system purchased in 2004) and currently has multiple systems across EPC lab spaces. This unit is requested to replace older equipment to ensure enough consistent systems are available to support on-going testing and research.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
All EPC exercise physiologists have spent a significant number of hours to be trained on the Parvo Medics TrueOne 2400 system and have acquired extensive experience with the systems. If another vendor/system is selected, then several months would be needed to: ensure system requirements, confirm system compatibility with the exercise ergometers used in the lab, compare data between differing metabolic measurement systems and develop methods to directly compare data between the two systems, Page 2 V2.0 3-15-2017 plus operator training time for all EPC lab members. This would require additional funding that is not currently available.
