Statement of Work

The NASA Glenn Research Center’s Materials Research Laboratory requires a non-contact, non-destrucƟve evaluaƟon tool to measure thermal conducƟvity and material defects for novel high temperature materials and coaƟngs. The instrument should be capable of thermal property characterizaƟon of solids, liquids, gels, foams, and pastes.

Requirements

1. The system shall be capable of directly measuring the thermal conducƟvity without the knowledge of specific heat capacity, density, or sample dimensions.

2. The system shall be capable of measuring the thermal conducƟvity of solids, liquids, gels, pastes, and foams.

3. The system shall include an infrared camera for thermal imaging of the sample surface for non-destrucƟve evaluaƟon.

4. The system shall be capable of measuring thermal conducƟvity in the range of 0.01 – 60 W/m/K.

5. The system shall be capable of auto-focusing on the test sample and shall include a 2-axis sample stage for analysis of large areas and spaƟal mapping.

a. The instrument shall be capable of measures samples with minimum dimensions of 4 mm x 4 mm x 2 mm (length x width x height).

b. The instrument shall be capable of accommodaƟng samples up to (or greater) than 304 mm x 304 mm x 50 mm (width x length x height)

6. If the system contains a laser, the system shall be in compliance with FDA regulaƟons for Class 1 Laser product: CDRH Standards from 21 CFR 1040.10.

a. The system shall include laser safety enclosure with integrated door interlocks.

b. The system shall be equipped with an emergency shut down (E-stop).

7. The system shall include the required soŌware and soŌware licenses for data acquisiƟon and analysis and provide one year of soŌware maintenance.

8. The system shall include a 12-month (or greater) warranty on parts and labor.

9. If reselling equipment, the vendor shall provide verificaƟon that they are authorized to resell equipment from the original equipment manufacturer (OEM), and that all warranƟes transfer to NASA.

10. The vendor shall provide installaƟon and training services.

a. InstallaƟon and training will occur on-site at NASA Glenn Research Center

b. All work performed under this contract at Glenn Research Center shall be in compliance with 29CFR1910 those policies set forth in the NASA Glenn Research Center’s Safety and OccupaƟonal Health program manual. The vendor (contractor) shall submit a Health and Safety Plan (HASP) in accordance with the NASA Glenn Safety Manual. Work shall proceed only when approved by GRC SHeD is received. Submit the HASP and applicable documents to the assgined NASA POC. A template for the HASP is provided on the next page.

c. Service personnel should be knowledgeable and trained in appropriate health and safety procedures for working with laser products and uƟlize appropriate personal protecƟve equipment (PPE). CoordinaƟon with Glenn Research Center’s Laser Safety Office will also be required.
