About this file

This document is a Brand Name Justification (BNJ) form from NASA's Shared Services Center recommending the sole-source procurement of a FLIR Si2x-Pro HazLoc Acoustic Camera from Teledyne FLIR, LLC. NASA Kennedy Space Center requires this specialized camera for the Engineering - Instrumentation Branch to support the Exploration Ground Systems Development and Operations Division, with specific needs including rapid leak detection, visualization of pressurized gas and vacuum leaks, and identification of mechanical anomalies in hazardous environments. The document emphasizes that only this specific Teledyne FLIR model can meet their requirements, citing previous work experience, operator proficiency, and unique capabilities such as hazardous environment certification, high-fidelity acoustic imaging, and AI-enhanced diagnostics. The total estimated cost is redacted, with a 60-day delivery timeframe after receipt of order, and the procurement is justified based on the camera's critical role in ensuring mission success and personnel safety.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION

NASA SHARED SERVICES CENTER

RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE

OR BRAND NAME

PICK ONE

Sole Source:

☐I recommend that NASA, NASA Shared Services Center negotiate with Vendor Name only for . The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.

OR

Brand Name Justification:

☒I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject brand name from Teledyne FLIR, LLC for FLIR Si2x-Pro HazLoc Acoustic Camera (T912503). The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 60 Days ARO .

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

NASA Kennedy Space Center (KSC) requires the purchase of FLIR Si2x-Pro HazLoc Acoustic Camera which is needed for the KSC Engineering – Instrumentation Branch which will serve the instrumentation (NE-XI) and propulsion branch (NE-XP) of the Exploration Ground Systems Development and Operations Division. This camera will be used for rapid stand-off leak detection, visualization of pressurized gas and vacuum leaks, and identification of mechanical anomalies in hazardous and non-hazardous environments. The primary objectives include enhancing personnel safety, increasing the efficiency and accuracy of operations and maintenance (O&M) tasks, and supporting nonconformance investigations—all while minimizing the need for extensive operator training. This specific brand will only work because we have previous work experience with this Teledyne model family device which has demonstrated and built an operator proficiency and ease of use that greatly accelerates ease of use / adaptation through in the field as well as on-the-job training.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

If another brand were used, it would result in unexpected performance gap which would cause a false negative/missed detection event that would lead to schedule impacts. Also, another brand would not be able to safely detect leaks in classified hazardous environments may lead to exposure to combustible or pressurized gas leaks. As well as cause mission delays and excessive cost in trying to implement another brand in the current environment. Only the FLIR Si2x-Pro HazLoc Acoustic Camera provides a unique combination of hazardous environment certification, high-fidelity acoustic imaging, and AI-enhanced diagnostics, which are critical to ensuring mission success and safety at NASA KSC.
