☒I recommend that NASA, NASA Shared Services Center negotiate with MSMgroup, Inc only for iSiteGov Contract Management System. (iSite is a registered trademark of MSMgroup, Inc.). The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 6/15/2025 – 12/14/2025.

☐I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject band name from Manufacture Name for Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
This procurement is a renewal of the license for the iSite software (annual requirement), with additional costs to develop custom reports and pages, and provide training of the KSC iSite System Administrator.
iSite is a unique and comprehensive software solution that provides end-to-end management and reporting of customer projects across multiple procurement methods. iSite is the only known system that offers this level of configurability and management capability that is Fed RAMP and section 508-compliant. iSite also comes at a significantly lower cost to the government then developing a system that would meet our needs. iSiteGov brings Contracting Officers, Contracting Officer’s Representatives, Task Monitors/Technical Points of Contacts, Resource Analysists/Funders, Program Managers, Group/Division Managers, Task Leads, Business Managers and other stakeholders into a transparent, efficient, data-driven collaborative system to track the health of any Government contract. MSMgroup, Inc., is a SDVOSB.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
If another vendor/brand is used the following impacts to the government could occur. Cost - all options explored came at significantly greater cost due to the development support required to get another system modified to meet our needs, or due to the number of licenses necessary to accommodate our workforce.
Schedule – this highly customizable COTS program was chosen because it also allows the shortest path to the implementation of a task order management system that will allow us to track projects from inception to completion across multiple procurement methods. Development of a custom system would take years to develop – this would not be practical and would not satisfy the immediate need.
