About this file

This document is a Brand Name Justification form from the NASA Shared Services Center recommending sole source procurement of a Bustec ProDAQ 6150 Isolated Precision Thermocouple LXI Instrument. The hardware was selected by the Testing and Facilities Division as a standardized temperature measurement device, compatible with NASA's existing data acquisition system and approved by the E-Team. The document highlights that this specific brand and model have demonstrated reliability, are currently used by NASA, and represent the approved hardware for high-density thermocouple measurements in GRC test facilities.

The procurement has a 60-day estimated lead time for delivery and is set aside for small businesses. Using an alternative brand would require additional time to integrate the hardware, develop a dedicated interface with NASA's data management system (COBRA), and potentially risk acquiring a system that cannot be effectively integrated into their facility. The justification emphasizes the importance of maintaining compatibility with existing infrastructure, shared resources, and past experiences across NASA's test facilities.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION

NASA SHARED SERVICES CENTER

RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE

OR BRAND NAME

PICK ONE

Sole Source:

☐I recommend that NASA, NASA Shared Services Center negotiate with Vendor Name only for Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.

OR

Brand Name Justification:

☒I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject band name from Bustec Inc.. for Bustec ProDAQ 6150 Isolated Precision Thermocouple LXI Instrument. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 60 days ARO.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

The hardware requested was selected by the Testing and Facilities Division as the standardized temperature measurement device. These units are compatible with our data acquisition system, have received approval from the E-Team, and are supported by the calibration laboratory. This brand is standardized across the division, ensuring compatibility with existing infrastructure. Additionally, it is well documented, with an established knowledge base available throughout the division. This brand and model have demonstrated reliability and are currently used by NASA. It represents the approved hardware for high-density thermocouple measurements, having been tested and authorized by the Testing Division and the Data System Branch for use in GRC test facilities.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

If an alternative brand is used, additional time will be required to determine how to integrate the hardware within our facility and existing infrastructure. Additionally, the Data Systems Branch would need to develop a dedicated interface between the hardware and our data management system, COBRA.

Installing a different system would also mean that no other test facility would have it, limiting access to shared resources, parts, and past experiences. There is also a potential risk of acquiring a system that cannot be effectively integrated into our facility.
