STATEMENT OF WORK
For Proof Loading Lifting Winch and Facility Hardware at the NASA Langley Research Center Landing and Impact Research Facility

1.0 Background
The National Aeronautics and Space Administration (NASA) Langley Research Center (LaRC) is preparing to conduct a Moon Landing Test (MLT) under the Human Landing Systems (HLS) Program.
The MLT campaign will involve a series of impact dynamics tests of a mock lunar lander. These tests will be conducted at LaRC’s Landing and Impact Research (LandIR) Facility, also known as and hereafter referred to as the Gantry. At the west end of the facility is the Hydro-Impact Basin (HIB) with approximately 1 million gallons of water available for use if needed for water bag weights. Figure 1 shows the Gantry and highlights relevant areas.

The planned test setup includes a single winch rated to 60,000 lb. (60 klb.) installed at the top of the center bent of the gantry highlighted in Figure 1, at a height of approximately 240 feet. The cable is pulled out horizontally before running through a sheave off the platform. The cable then runs through a snatch block and is fed back up through the platform via a second sheave and finally anchored to the upper platform. Figure 2 shows a diagram of the lifting system. This winch provides the main lifting capability for the test article and in this setup has a 120,000 lb. (120 klb.) working load limit. This winch and its control panel will hereafter be referred to as the Lifting Winch. The entire system which includes the lifting winch, cable, double sheave, snatch block, and anchor will be referred to as the Lifting System.
The Snatch Block has a swivel hook with safety latch for connecting the load.
The Swing System is a static system consisting of a plasma rope fixed to the Gantry via a custom spindle. The Swing System is designed to hold the weight of the test article and allows for side-to-side movement of the test article unlike the Lifting System which is designed for vertical lifting with minimal angling. There is a davit crane rated to 3,000lb positioned to assist with attaching hardware to the Swing Cable. There is otherwise no inherent lifting capability at the Swing Cable, so any proof load will need to

be lifted and attached to the Swing Cable. The Swing Cable is a 120ft. synthetic rope (Cortland Plasma 12x12) with 2-3/4” diameter and spliced eye ends.

2.0 Objectives
The objectives of this work are to:
1. Prove that the Lifting System can be loaded to 125% of its load rating in the installed configuration.
2. Prove that the Swing System can be loaded to 100% of its load rating in the installed configuration.
NASA will be using the deliverables from this work to close out project requirements. These requirements are noted in this document for reference only.
3.0 Scope
The Contractor will test the Lifting System incrementally up to 125% of the maximum rated load.
NASA personnel will operate the Lifting Winch in accordance with the procedure written by the Contractor. NASA personnel will perform an operational check on the Lifting System after the proof load test. The Contractor will then incrementally load the Swing System up to 100% of the operational load.
The Contractor will be responsible for sourcing the appropriate weights to test each system according to the requirements. The Contractor will provide clear procedures and documentation for each test that will be approved by NASA prior to performing any tests. Completed procedure documentation, otherwise known as an “As-Run” copy of procedures will be provided to NASA after the Contractor conducts the tests. The Contractor will also provide load data from both tests. NASA will monitor structural deflections and take other data during the proof loading tests.
4.0 Requirements
The Contractor shall:
1. Conduct proof load testing of the Lifting System in the installed configuration. The proof load test shall demonstrate that the Lifting Winch and corresponding components that make up the Lifting System can be loaded to 125% of its load capacity or 150,000 lbs. in the installed configuration. The Contractor shall provide written test procedures to be approved by NASA prior to conducting the test. NASA has the following requirements regarding the Lifting System proof load test:
a. The load shall be applied incrementally, pausing at the following values, at a minimum, to monitor the performance of the system and ensure safety. NASA approval will be required to proceed to additional loads.
i. 50% of rated load (±5%), equal to 60,000 lb (± 6,000 lb)
ii. 75% of rated load (±5%), equal to 90,000 lb (± 6,000 lb)
iii. 100% of rated load (±5%), equal to 120,000 lb (± 6,000 lb) (NASA Req HLS_MLT-HPReq-67, HLS_MLT-HPReq-69, HLS_MLT-HPReq-95))
iv. 125% of rated load (-15%, +0%), equal to 150,000 lb (-18,000 lb, +0 lb)
b. At the maximum load, the following capabilities shall be demonstrated:
i. Up (Low Speed)
ii. Up (High Speed)
iii. Up (Creep)
iv. Down (Low Speed)
v. Down (High Speed)
vi. Down (Creep)
vii. Brake hold for 3 min with no slip, monitor resistor temperature
c. The contractor shall provide load cell data during the test to verify the load applied.
d. NASA personnel will operate the Lifting Winch.
2. Conduct proof load testing of the Swing System in the installed configuration. The proof load test shall demonstrate that the Swing System can be loaded to 100% of its load capacity or 120,000 lbs. in the installed configuration. The Contractor shall provide written test procedures to be approved by NASA prior to conducting the test. NASA has the following requirements regarding the Swing System proof load test:
a. The load shall be applied incrementally, pausing at the following values, at a minimum, to monitor the performance of the system and ensure safety. NASA approval will be required to proceed to additional loads.
i. 50% of rated load (±5%), equal to 60,000 lb (± 6,000 lb)
ii. 75% of rated load (±5%), equal to 90,000 lb (± 6,000 lb)
iii. 100% of rated load (-5%, +0%)), equal to 120,000 lb (-6,000 lb, +0 lb) (NASA Req HLS_MLT-SEReq-35)
b. The contractor shall provide load cell data during the test to verify the load applied.
3. Adhere to Langley Safety Requirements 7/2023 Section 01 35 26.00 99.
4. Coordinate Lockout/Tagout (LOTO) activities through the center LOTO manager and Facility Coordinator (FC) in accordance with center directives.
5. Respond to any Notice of Violation (NOV) issued for safety violations to the prime and/or its subcontractors. The response shall include the cause for violation; mitigation of impact, if applicable; and planned prevention of recurrence. The Contractor shall submit the response to the NASA LaRC Safety and Facility Assurance Branch (SFAB) and the Contracting Officer within three working days of issuance.
6. Report Emergencies and Mishaps. In the event of an emergency, the Contractor shall call 911 on a center telephone or 757-864-2222 from a cellular phone. The Contractor shall verbally notify the Safety and Facility Assurance Branch (SFAB) by calling 757-864-7233 of any NASA mishap (reference NPR 8621.1 as soon as practical, but no later than two (2) hours following occurrence.
For any incident that does not result in Contractor personnel injury, the Contractor shall submit a Safety Concern via NASA Langley Form 164 or through the NASA Mishap Information System (NMIS) Event/Hazard Reporting Website https://nmis.sma.nasa.gov/Home.aspx within 24 hours of occurrence. For any incident involving Contractor personnel injury/illness, the Contractor shall call the NASA Langley Research Center (LaRC) Occupational Health Clinic at 757-864-3193 [between 7:00 a.m. and 3:30 p.m. (M-F)] to initiate the injury/illness report within 24 business hours of occurrence if the injured employee does not seek initial treatment at the NASA LaRC Occupational Health Clinic. Any Contractor employee who receives medical treatment for a work-related injury from the LaRC Fire Department or an outside medical facility shall report to the NASA LaRC Occupational Health Clinic (Building 1216) when they return to work on Center at LaRC. The Contractor is required to investigate their own NASA mishaps and coordinate with SFAB on the submission requirements of the investigation report.
7. Track and dispose of waste material from the job in accordance with Langley environmental standards.
5.0 Deliverables
The Contractor shall deliver:
1. A written LOTO plan for the project if required by the center LOTO manager. Outside (Contractor) lockout/tagout (LOTO) programs require pre-approval from LaRC safety office, specifically the center Fall Protection and LOTO manager.
2. Safety and Health Plan within 30 calendar days of contract award date (date the Contracting Officer Signs the Contract). Per NFS 1852.223-73, the Contractor shall not commence work until a functional review of the submitted Safety and Health Plan is completed by the NASA LaRC Safety and Mission Assurance Office (SMAO) Safety and Facility Assurance Branch (SFAB), and the Safety and Health Plan is approved by the Contracting Officer.
3. Job Hazard Analysis (JHA) completed by the contractor and submitted to the Facility Coordinator and Facility Safety Head for review.
4. Proof Load Test Procedure for the Lifting System. NASA will need to approve the test procedure prior to testing.
5. Completed “As-Run” Proof Load Test Procedure for the Lifting System.
6. Proof Load Test Procedure for the Swing System. NASA will need to approve the test procedure prior to testing.
7. Completed “As-Run” Proof Load Test Procedure for the Swing System.
Format of Deliverables:
• Procedures shall detail the steps taken to complete the task and shall indicate the person responsible for performing the procedure, including signature and date of performance.
• Written reports and procedures must be provided in a PDF or Microsoft Word document.
Summary and Timeline of Deliverables
*All Dates subject to change based on NASA Project Schedule. NASA will keep the
Contractor informed regarding schedule and will give a minimum of two weeks of notice before the date of the test.
6.0 Place of Performance
Contractor shall coordinate with the Technical Representative (TR) for delivery point specifics.

7.0 Period of Performance
The period of performance begins at contract award and may not exceed March 30, 2026.
8.0 Proposal Instructions and Additional Information
Please propose the appropriate level of effort for the work described above. Where possible, address and reference the requirements and deliverables mentioned in this document. Please consider the following information when developing your proposal:
1. If a crane or other lifting device is needed to install weights to the Swing Cable, this should be included in the proposal.
2. The Contractor should plan to provide any rigging hardware desired to connect to the Swing Cable in order to attach the required load.
3. The Gantry Facility is accessible via one gate and the path to the working area has a limiting width of 37 ft. at its narrowest (Figure 4).
4. The HIB is available to supply water for water weights and is approximately 200 feet from the center bent of the Gantry. If using water weights is the proposed method, the Contractor will need to certify that the water bags are free from contaminants that could be released back into the environment. The Contractor should plan to provide any additional equipment such as a pump and water lines that may be necessary for water weights.
5. The Gantry Facility has restroom facilities available for Contractor personnel.

6. NASA will host a site visit in order to allow parties to view the site prior to the proposal submission deadline. Vendors are not required to attend the site visit in order to submit a proposal.
