About this file
This document is a NASA Shared Services Center Recommendation and Determination to Solicit from One Source form for a sole source procurement of Correlator3D software. NASA Goddard Space Flight Center seeks to renew a node-locked, full-version software license from SimActive, Inc. for processing airborne imagery collected by NASA's GLiHT instrument. The renewal is critical for continuing a 15-year forest inventory project in Interior Alaska, with the software enabling terrain-corrected orthomosaics and 3D point cloud generation from large area mapping using manned aircraft and satellite assets. SimActive is identified as the sole developer, owner, and distributor of the software, with the license being non-transferable and available only through their company. The total procurement is for a 12-month period, with the renewal necessary to maintain continuity in research and operational data processing methodologies.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION
NASA SHARED SERVICES CENTER
RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE
OR BRAND NAME
PICK ONE
Sole Source:
☒I recommend that NASA, NASA Shared Services Center negotiate with SimActive, Inc. only for Correlator3D - Node-locked License, Full Version including All Modules. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 12 Months From Date of Award.
OR
Brand Name Justification:
☐I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject brand name from Manufacture Name for Product being purchased . The total estimated cost of this effort is $Dollar Amount and the estimated period of performance or lead-time for delivery is Date .
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
The sole source software Correlator3D is needed at GSFC, which will be used to process airborne imagery collected with a NASA funded instrument (NASA Goddard’s Lidar, Hyperspectral and Thermal, GLiHT, airborne imager; https://gliht.gsfc.nasa.gov). The renewal of this software will process stereo airborne imagery collected with a NASA funded instrument into terrain corrected orthomosaics and 3D point clouds. This software works for our project needs because of its ability to Process data from containing images from hundreds of scenes from large area mapping area and transects using manned aircraft and satellite assets (not just limited range UAS). This software was previously procured and integrated into our existing workflows. Renewing this license is necessary to maintain continuity in processing methodology and data compatibility, minimizing disruption in research and operational timelines.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
If another vendor’s software was used, we will not be able to create user products from our airborne data or create low latency user products. It will require more labor to process the data which will increase overall costs. We will not be able to continue our 15 year-long project inventorying forest of Interior AK in collaborators with the USDA Forest Service. SimActive Inc. is the sole developer, owner, and distributor of Correlator3D. The license is node-locked and non-transferable, and support/updates are available only through SimActive. No other vendor is authorized to sell, license, or support this software.
