About this file

This document is a NASA Shared Services Center Recommendation and Determination to Solicit from One Source or Brand Name form, specifically a Brand Name Justification for procuring the Ebara EV-A10-2S-P multistage Roots dry vacuum pump. The Testing Division seeks to procure these pumps from Ideal Vacuum Products, with a total estimated delivery time of 3 weeks ARO. The justification highlights NASA's efforts to standardize vacuum pump components across facilities, which reduces parts inventory, minimizes downtime, and lowers training costs. The document emphasizes that using the Ebara EV-A10 for small vacuum chambers offers superior performance and reliability, and Ideal Vacuum Products provides the lowest price with the shortest lead time for in-stock delivery.

The recommendation details the potential negative impacts of using alternative vacuum pump manufacturers, including increased spare parts inventory costs, reduced interchangeability, and potential testing and mission risks. The document is signed by Nick M Lalli on 6/5/2025 and originates from the Space Propulsion & Power Branch, with the Mechanical Engineering Lead as the technical user. The form is version 2.0, dated 3-15-2017, and represents NASA's structured approach to sole-source or brand-specific procurement justification.

RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE

Brand Name Justification:

I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the Ebara EV-A10-2S-P multistage Roots dry vacuum pump from Ebara Corporation. The total estimated cost of this effort is The estimated period of performance or lead-time for delivery is 3 weeks ARO (assuming that the pumps are still in stock).

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

The Testing Division has made a concerted effort to standardize components across our suite of vacuum facilities. This would include rough vacuum pumps, turbo-molecular pumps, cryogenic pumps, high vacuum gauges and helium leak detectors. This results in reduced parts inventory and the ability to interchange components to reduce downtime, which yields a tremendous cost savings to the government.

It also reduces operator error and training costs since technicians only need to be trained on operating one model of vacuum pump. We are currently divesting of all oil based rough vacuum pumps for our vacuum chambers with cryopumps to eliminate the possibility of oil back-streaming. We have standardized on the Ebara EV-A10 for our small vacuum chambers because of their superior performance and reliability. Ideal Vacuum Products has the lowest price and the shortest lead time (in-stock delivery).

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

If another vacuum pump manufacturer other than Ebara is selected, it will increase spare parts inventory costs and eliminate the ability to interchange pumps as necessary, which will increase downtime and cause unnecessary testing and mission risks. There have already been several instances where interchangeability has resulted in minimal downtime and cost savings. Since Ideal Vacuum Products has the lowest price and best delivery, it does not make sense to use another vendor.
