Statement of Work Congressional Update

Employee Training
1. Objective/Requirements The Office of the Chief Human Capital Officer is requesting external Employee Training sessions be procured and internally hosted for NASA employees and leaders. Understanding the Congressional process and key stakeholders is a critical knowledge set for many of our employees.
Additionally, understanding the implications of election outcomes with regard to congressional organization and leadership, the legislative agenda, and prospects for key legislative-executive branch issues.
2. Characteristics, Scope, and Specs
a. Congressional Update
i. Deliverables for this task include:
1. Delivery of one (1), 1-day virtual learning session tailored to provide NASA employees with a better understanding of the explain and analyze the major events that have occurred to date in the First Session of the 119th Congress and examine what is likely to occur as Congress continues its work.
2. Specific topics should include but may not be limited to:
a. Significant legislative accomplishments of the
119th Congress and the anticipated legislative agenda for the remainder of the current session
b. An update and analysis the federal budget and
FY25/26 appropriations process
3. Place of Performance – Virtual instructor-led-training
4. Period of Performance – Dates of delivery are flexible and dependent on both internal NASA and external vendor availability. We are hoping to offer these courses as follows:
i. Congressional Update – 3 total
1. September 10, 2025 (1)
2. October 22, 2025 (1)
3. November 19, 2025 (1)
