About this file

This document is a NASA Recommendation and Determination to Solicit from One Source form, specifically recommending a sole source procurement with the National Academy of Sciences for NASA's share of funding for the Board on Human-Systems Integration (BOHSI). The document justifies the sole source procurement by highlighting the unique positioning of BOHSI within the National Research Council, which allows the Board to assess and understand human-systems integration issues across the entire government and provide independent advice to participating agencies.

NASA seeks to negotiate directly with the National Academy of Sciences for a one-year period, with the understanding that no other entity can bring together relevant federal agencies to address human-systems interaction in such a comprehensive manner. The procurement is part of a coordinated consortium of federal agencies sponsoring the BOHSI, and NASA views this collaboration as critical for obtaining current research data in human-systems integration that can only be provided by this specific institution.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION

NASA SHARED SERVICES CENTER

RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE

OR BRAND NAME

PICK ONE

Sole Source:

☒I recommend that NASA, NASA Shared Services Center negotiate with the National Academy of Sciences only for NASA’s share of funding for the Board on Human-Systems Integration (BOHSI). The total estimated cost of this effort is and the estimated period of performance is for one (1) year (from date of award). .

OR

Brand Name Justification:

☐I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject band name from Manufacture Name for Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

NASA is a prime participant in and a sponsor of the BOHSI. As such, and as part of the responsibility that comes with NASA’s participation, the Agency is obligated to pay its fair share of the core operating costs of that Board. The current Purchase Order is

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

It is within the interest of NASA to maintain a collaboration with the National Academy of Sciences on this Board in order to continue to obtain current research data that only this institution can provide in the relevant areas in Human-Systems Integration.

ADDITIONAL COMMENTS:

NAS BOHSI is a standing board of the National Research Council, the operating arm of The National Academies, and is sponsored by a coordinated consortium of several federal agencies, among other organizations. As part of this consortium, NASA is required to provide its share of the costs of the activity. The unique placement of BOHSI in the National Academies allows the Board to assess and understand issues relating to the human integration with systems across the entire Government and provides participating Agencies independent advice and counsel on Agency-level concerns.

No other entity is in a position to bring together the relevant federal agencies to address human-systems interaction in such a broad Government-wide manner. NASA requires the benefits offered by BOHSI and is a full participant in its efforts.
