☒I recommend that NASA, NASA Shared Services Center negotiate with Qualtech Systems, Inc. only for QSI ME&S Renewal. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 4/27/2024- 4/26/2025, 9/1/2024-8/31/2025, and 9/30/2024- 9/29/2025, 6/1/2024-5/31/2025.

Brand Name Justification:

☐I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject brand name from Manufacture Name for Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

The QSI Software tool is currently being used for fault management analyses by the Gateway project.

We support this project based on its use in Advance Caution & Warning (ACW) work funded by AES, which had a history of using this tool for over 10 years. It is also being used by AES and VIPER. No other tool could provide the capability that we need for these projects.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

We are unable to perform our work for the Gateway program without continued use of the QSI tools.

Redevelopment of AES products is not a feasible option, as over has already been invested in developing the Advanced Caution & Warning System using these tools. Gateway products are currently being delivered in support of the Vehicle Systems Management Critical Design Review, which requires the use of this toolset. Selecting a different brand would result in significant delays, increased costs, and substantial rework, jeopardizing program schedules and deliverables
