☐I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject band name from Manufacture Name for Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
The decision to implement this software is driven by the inline engineering support provided to the Engineering Directorates at Johnson Space Center, Kennedy Space Center, Marshall Space Flight Center, and Langely Research Center. The objective is to expedite the transition of these Centers’ manufacturing processes from traditional drawings to Model-Based Definition (MBD), which involves fully annotated 3D CAD models. I believe that investing in this approach will significantly enhance the efficiency of NASA's engineering change processes throughout the mechanical design lifecycle across multiple centers.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
The software has been tested to support the new capabilities required for the engineering domain moving forward and is already in use. Its deployment is expected to expand across multiple centers. Selecting an alternative vendor at this stage could delay the engineering transformation by over a year and result in an estimated loss of approximately in previous labor expenditures related to evaluations conducted to date.
