About this file
This Statement of Work (SOW) details NASA Shared Services Center's (NSSC) requirement for the Explorance Blue survey administration tool for a one-year period from 7/20/2025 through 7/19/2026. The tool is a holistic people insights platform designed to handle various feedback initiatives, including learning evaluations, central and major surveys, 360-degree feedback reviews, and employee engagement surveys within NASA workplaces.
The SOW emphasizes the tool's critical importance for NASA, highlighting its unique capability to deliver large survey requests with electronic signature compliance and expedited turnaround. The platform supports various non-repetitive surveys including NASA Agency Teleworking, Ombudsman anonymous surveys, Title IX and ODEO survey requests, and additional OCHCO and NASA HR inquiries. The document specifies that the tool is only available from the Original Equipment Manufacturer (OEM), and any performance issues should be directed to the NSSC ITAM team, with the primary performance location at NASA Shared Services Center, Stennis Space Center, Mississippi, with remote work authorized.

STATEMENT OF WORK
DESCRIPTION, ATTESTATION OF CONTINUED NEED, AND NON-RENEWAL IMPACT
1. Product Description & Five Year Cost Summary:
The NSSC’s survey administration tool is described as a holistic people insights platform designed to handle various feedback initiatives, including feedback on instruction and employee engagement within Agency workplaces. It’s built for survey and evaluation automation. The platform supports learning evaluations, central and major surveys, 360-degree feedback reviews, and more. With its powerful automation and robust reporting engine, this survey tool helps the NSSC capture feedback and turn it into actionable decisions. This is the only tool providing the capabilities required by the NSSC and Agency for survey administration.
2. Attestation of Continued Need:
The tool is a crucial tool in the NSSC’s requirement to collect, analyze, and report survey data to the Agency. The renewal quote provided by the OEM is acceptable in all respects and remains a valid need for the Government.
3. Non-Renewal Impact:
Without this tool, the NSSC would lose the capability to deliver large survey requests from NASA in compliance with “electronic signature” requirements. Its ability to provide surveying services throughout the NSSC and NASA Agency communities with an expedited turnaround is critical to all data collections.
NASA has employed this software tool for the following non-repetitive surveys: NASA Agency Teleworking, NASA Ombudsman anonymous surveys, NASA Title IX and ODEO survey requests, and Additional OCHCO and NASA HR requests. Most Agency HQ inquiries require a quick turnaround and deployment. Even though the schedules for surveys to be delivered from ServiceNow is estimated at the end of July, the tool provides a separate and unique opportunity and service to the NASA agency.
4. Product Non-Performance Information:
Any problems encountered will be referred, first, to the end-user’s immediate superior. If resolution is cannot made, the end-user will initiate a ServiceNow Ticket to the Enterprise Service Desk (ESD) by calling 877-677-2123 or online via ServiceNow if available.
In all cases of product non-performance, the NSSC ITAM (Kevin Poe) should be notified immediately in order to liaise with the Original Equipment Manufacturer (OEM). This product is available only from the
OEM.
5. Characteristics and Scope:
• Survey Administrators will sign in using only their own Agency-Issued credentials and have been cautioned about never sharing sign in credentials with others.
• Whether the end-user works remotely on onsite, continual attention to the safeguarding of personal/private information is paramount.
• If necessary, escalation of any reported concern/product-defect will be made to the appropriate levels of NSSC management.
6. Place of Performance:
