☒I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject brand name from Bustec Inc. for BUSTEC ProDAQ 6150. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 60 days ARO.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name?

Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

The requested hardware was selected by the Testing and Facilities Division as the standardized temperature measurement unit. These requested units are compatible with our data acquisition system, have been approved by the E-Team and are supported by the calibration lab. This brand is standardized across the division and allows for compatibility with existing infrastructure.

This brand and type is well documented and there is a knowledge base associated with it across the entire division. This brand and type has been a proven reliable brand that NASA currently utilizes.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

Changing the requested brand could provide challenges on support of use with our data acquisition system and calibration. Another brand would create implementation challenges for existing infrastructure and compatibility across the division. It would create a basis for expanded product testing and knowledge base development that would have to be approved through the testing division that would impact all schedules until the knowledge base matures to a satisfactory level. To pursue the evaluation or procurement of an alternate hardware solution would be both operationally cost and time prohibitive.
