About this file

This Statement of Work (SOW) details NASA's requirement for assessing state-of-the-art High-End Computing (HEC) technologies as part of a fast-follower strategy development project. The Office of Chief Science Data Officer (OCSDO) seeks contractor support to research, develop, and analyze HEC capabilities, including examining advanced technologies, developing enhancement strategies, analyzing market trends, and identifying critical dependencies for high-tier (exascale-class) computing systems.

The project requires the contractor to deliver two key deliverables: a written report on fast-follower high-tier HEC systems and architecture, and a corresponding presentation on HEC architectures and approach. The performance period is from 30 May 2025 to 31 December 2025, with a research and development phase of approximately 2.5 months. An interim mid-effort report is due no later than September 2025, and the final report is due no later than December 2025. The work will be performed at existing contractor facilities, with the primary objective of supporting NASA's goal of reinvigorating its high-end computing efforts based on recommendations from the NASA Inspector General.

Statement of Work for

Assessment of State-of-the-Art High-End Computing (HEC) Technologies for Fast- Follower Strategy Development

Background and Objective:

High-end computing (HEC) provides NASA critical capabilities, cost-savings, and processing power to tackle the most difficult of science, technology, and engineering challenges. Many NASA employees, scientists, engineers, partners, and collaborators use NASA HEC to gain valuable insights from the vast amount of NASA funded data. Recently, the NASA Inspector General (IG) found that NASA “needs a renewed commitment and sustained leadership attention to reinvigorate its HEC efforts.” Additionally, the NASA HEC Tiger Teams that responded to the IG report recommended investment in a ‘fast-follower’ approach to procurement of a new ‘high-tier’ compute capability. The Office of Chief Science Data Officer (OCSDO) is seeking support in the research, development, and analysis of a NASA fast-follower strategy for HEC capabilities including state-of-the-art assessment, architecture research, supporting technologies and infrastructure, and supporting services.

Requirements: The contractor shall:

Provide research, science, and technology expertise to support the development of a fast-follower strategy for HEC.

a. Assist OCSDO in examining advanced HEC technologies

b. Develop strategies for enhancements, development, and architectures for new HEC systems

c. Provide insight into emerging HEC computation advancements to include understanding of the trade space for GPU vs CPU and hybrid architectures

d. Survey potential technology and HEC solutions to meet NASA fast-follower strategy requirements

e. Analyze and report on HEC market trends to identify architectures and systems that could meet fast-follower strategy needs

f. Identify critical dependencies for high-tier (at least 10% of leadership, exascale class) incorporation into NASA HEC enterprise

g. Identify industry best practices for adopting high-tier HEC technologies

Schedule and Milestones:

Kickoff: Within 1st week of project initiation Research and Development: ~2.5 months Interim Mid-effort Report: NLT September 2025 Final Report: NLT December 2025

Deliverables:

1. Written report on strategies for fast-follower high-tier HEC systems and architecture

2. Corresponding presentation on HEC architectures and approach

Place of Performance:

Existing contractor facilities

Period of Performance:

30 May 2025 – 31 December 2025
