About this file
This document is a Brand Name Justification form from NASA Shared Services Center recommending the procurement of 1 unit of the GE Vivid™ IQ Standard Ultra Edition* v206 ultrasound package. The acquisition is specifically for the Human Health Countermeasures team to support the Aerospace Estimation Tool for Hypobaric Exposure Risk pilot study, where the ultrasound system will assess decompression stress of subjects in a closed chamber under reduced pressure and elevated oxygen levels. NASA justifies the sole-source procurement by highlighting the device's unique characteristics, including very high-resolution imaging, industry-standard image recording workflow, clinical versatility, and modern ergonomics. The document emphasizes that switching to another vendor would compromise data comparability and diminish the ability to address decompression risk, as NASA labs already extensively use GE Vivid ultrasound devices. The estimated period of performance is through August 1, 2025, and the procurement includes the main unit, probe, bag, and manual.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION
NASA SHARED SERVICES CENTER
RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE
OR BRAND NAME
PICK ONE
Sole Source:
☐I recommend that NASA, NASA Shared Services Center negotiate with ___ only for ____. The total estimated cost of this effort is ___ and the estimated period of performance or lead-time for delivery is
OR
Brand Name Justification:
☒I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject band name from GE HealthCare for 1 unit of the Vivid™ IQ Standard Ultra Edition* v206 package. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is August 1, 2025.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
Human Health Countermeasures will use this equipment to meet the objectives of the Aerospace Estimation Tool for Hypobaric Exposure Risk pilot study, in which these Ultrasound systems will be used to assess decompression stress of subjects in a closed chamber at reduced pressure and elevated oxygen levels.
The ultrasound devices are used extensively at NASA by HHP labs (e.g., JSC clinic, cardiovascular lab, etc), and a representative unit has passed altitude testing during initial engineering tests. The GE VividIQ provides very high resolution ultrasound images, and also has an industry-standard image recording and transfer workflow critical to allow rapid review of images. This is the only device that provides high image quality, clinical versatility, and modern ergonomics for our study.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
The NASA labs already use GE Vivid ultrasound devices. If we switched to another vendor, NASA would miss out on obtaining important DCS measurements during the upcoming pilot study since the old data would not be comparable to the new data. Our ability to address the decompression risk will be diminished without this capability.
ADDITIONAL COMMENTS:
Please note we need the probe, bag, and manual in addition to the main unit.
