About this file

This document is a Recommendation and Determination to Solicit from One Source form from NASA's Shared Services Center, recommending a sole source procurement from iBASEt for their Manufacturing Execution System (MES) Annual Update and Support Subscription. The document covers a one-year contract from 05/01/2025 to 04/30/2026 for software maintenance and support of a Manufacturing Execution System that Marshall Space Flight Center (MSFC) has used for over 17 years. The justification emphasizes the system's critical role in controlling manufacturing operations, tracking processes, capturing as-built data, and managing work instructions, with the potential replacement posing significant risks such as the need to redevelop current business processes, potential data conversion challenges, and uncertainty about reproducing all existing capabilities.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION

NASA SHARED SERVICES CENTER

RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE

OR BRAND NAME

PICK ONE

Sole Source:

☒I recommend that NASA, NASA Shared Services Center negotiate with iBASE-t only for iBASEt Manufacturing Execution (MES); Annual Update and Support Subscription. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 05/01/2025 – 04/30/2026.

OR

Brand Name Justification:

☐I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject brand name from Manufacture Name for Product being purchased. The total estimated cost of this effort is $Dollar Amount and the estimated period of performance or lead-time for delivery is Date .

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

Marshall Space Flight Center (MSFC) currently owns the iBASEt Manufacturing Execution System (MES) software and has for over 17 years. Maintenance and support for this software needs to be maintained. The software suite is used to control manufacturing operations at MSFC by providing configuration control, approval processes, electronic signatures/buyoffs, and methods for capturing hardware discrepancies. The iBaseT annual support contract provides unlimited customer support with timely communication to an iBaseT technician, software support, hot fixes, and product upgrades. Yearly software maintenance must be maintained in order for MSFC to continue this manufacturing work. The software has undergone extensive pre-deployment testing and is already in production for use by various organizations at MSFC to capture as-built data.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

The iBASEt software has been used for over 17 years in several branches throughout MSFC. During this time, it has been used to track and control manufacturing processes and deliver end-item data packages.

It is used daily to provide rigorous control of manufacturing work instructions, non-conformances, and as-built data. If another vendor were pursued, current manufacturing planning, approval, and business processes that have been developed would have to be redeveloped. Without knowing a replacement tool, it is not possible to understand if all capabilities could be reproduced or at what cost or at what impact to current projects.Any data in native iBASEt databases for projects currently in development, sustaining, or legacy would have to either be immediately converted to new database formats or that data would be lost. For projects currently in work, there is an additional cost of then trying to convert the in-process work to a comparable tool. iBASE-t is the developer and sole provider of the Manufacturing Execution (MES) Software and all associated maintenance.
