☐I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject band name from Manufacture Name for Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
NASA Langley Exchange is a non-appropriated fund entity providing childcare service to NASA Langley families.
Langley Exchange is replacing a 21-year-old playground unit at the childcare center. During our research, we sent our requirements to prospective vendors, requested for detailed quotes that included installation of the new equipment, removal and disposal of the old equipment, possible replacement of the playground surface rubber tiles and all other components of the playground area. We also invited vendors onsite to view the playground area, the old equipment and the surfacing type needed. The vendor Playground Specialists Inc. was the only vendor that took time to visit LaRC Childcare Center, check the playground and surface area (thickness and depth of the surfacing, type of materials that are compatible to existing surface floor and specific measurements of areas of safety of the playground unit to be purchased). The project manager provided his technical expertise, covering playground safety and a full description of materials used before providing us a Quote/Proposal that included a lifetime warranty.
Other vendors sent their Quotes, too, but are lacking details on surfacing and description of material used and excluded removal of the old equipment.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
There would be no guarantee that the same features, price, warranty service and material of the playground that is compatible with the equipment and usage would be acquired. If another vendor is used, there will be time and dollar spent to negotiating for prices that include removal and disposal of old equipment, replacement of the playground surface. The playground equipment needs to be ordered (with proof of delivery date) before the arrival of the participants of the upcoming accreditation inspection personnel on April 23, 2025.
ADDITIONAL COMMENTS:
The recommended Vendor has also provided a 35% discount from the equipment total price. The QUOTE we received is good until June 2025 at the discounted price.
