Oxygen Liquefaction Cryocooler Fluid Transfer Line Specification

SCOPE of SUPPLY
The scope of this procurement covers fluid transfer lines to connect NASA SMiRF vacuum chamber to routable dewar. The purpose of these fluid transfer lines is to supply and return neon from the test tank to an integrated refrigeration system. The integrated refrigeration unit uses a neon cooling loop to liquify oxygen from ambient temperature. In this application the neon will be regulated to 100psia to be transferred between the refrigeration unit and the test tank. The system Maximum Allowable Working Pressure (MAWP) is 150 psig. All process fluid piping shall be designed, fabricated, examined, inspected, and tested in accordance with the latest revision of ASME B31.3 Process Piping Code for normal fluid service for a MAWP of 150 psig.
The flex hose shall be tested to 1.5 times the MAWP in accordance with ASME B31.3 Normal
Fluid Service, the test pressure shall be 225 psig. The flex hose shall have a burst pressure of at least four times the MAWP of 150 psig. The flex hose assemblies shall be tagged with a permanent stamped metal tag or marked along the length of the hose. The tag or marking shall show the date of the pressure test, the MAWP, design temperatures, the manufacture part number and the fluid it will accommodate.

3) Process Description Flex Hose Assembly: The flex hose assemblies will consist of a single 1”x3” vacuum jacketed flex hose that is 25’ long with pump out port. On BOTH ends of the flex hose will be a 1” diameter x 90° elbows with 1” diameter x 12” long male bayonets.
Female Bayonet: The female bayonets will be 1” diameter x 12” long and will be supplied loose.
Female VCR fitting to be attached to bayonet end that will be inside vacuum chamber.
4) Materials: 304/316 Stainless Steel
5) Fluids to be contained: Gaseous Neon
6) Fluid Interface: 1” Bayonet fittings on inlet/outlet
7) Design Pressure: 150 psig
8) Operating Temperature: 90K to 300K
9) Design Specification: All materials in this procurement should comply with ASME B31.3 Process Piping Standard.
10) Drawings: Electronic CAD drawings and/ or fabrication drawings requested prior to manufacturing
11) Delivery Destination:
The vendor/supplier shall include in their firm-fixed price cost proposal to the Government, FB shipping costs of the packaged refrigeration system to the following location:

12) Documentation Deliverables:
The vendor/supplier shall provide a minimum three (3) copies of the following documentation at time of equipment delivery:
• Signed Certificate of Conformance (CofC)
• Material certifications
Piping System Design & Fabrication Documentation (if applicable):
• Construction, Installation, and/or Fabrication Drawings
• Design Calculations and Specifications (per ASME B31.3)
• Mill Test Reports or Material Specifications
• Weld Procedure Specifications (WPS), Procedure Qualification Records (PQR), and Welder Performance Qualifications (WPQ)
• Inspections and NDE Reports
• Hydrostatic or Pneumatic Test Reports
• Repair or Alteration History
• Operating History
13) Vendor/Supplier Proposal:
The vendor/supplier shall include in their firm-fixed price response to this solicitation at a minimum the following information:
• Fabrication and Delivery Schedule
• Shipping/transportation costs
• Listing of Vendor supplied deliverables.
• Any exceptions to the above government requirements as listed above in this procurement document (see item 1-10)
• Optional increased cost for accelerated delivery, 12-16 week after receipt of order
