☒I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject band name from Stanford Research Systems (SRS) for Stanford Research Systems RGA220 Gas Analyzer (w/ opt. 01 & opt. 02). The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 30 days ARO.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

The purpose of this Residual Gas Analyzer (RGA) is to analyze the gases and volatile compounds released from decomposing space waste, including food waste, human waste, and various packaging and general refuse materials, in both Lunar and Martian environments. The SRS RGA is favored for this application due to its resilience against contamination within the vacuum system. Additionally, the SRS is a cost-effective solution and is the most widely acquired mass spectrometer within the agency, known for its exceptional reliability.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

The potential impacts to the Moon to Mars IRAD project include the rapid failure of alternative RGA ion sources and mass analyzers, which are particularly sensitive to process contamination. This situation may lead to increased operational costs due to test downtime, as well as expenses associated with replacement parts and service. The most significant risk lies within the IRAD project lifecycle, which has the potential to surpass the actual cost of this procurement, depending on repair timelines.
