☒I recommend that NASA, NASA Shared Services Center negotiate with EXTENDE, Inc. only for FY25 CIVA Maintenance. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 20 days ARO.

☐I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject brand name from Manufacture Name for Product being purchased. The total estimated cost of this effort is $Dollar Amount and the estimated period of performance or lead-time for delivery is Date .
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
CIVA is leading commercial software in simulation of nondestructive evaluation and is used worldwide.
This procurement is for one of CIVA NDE method modules, namely the module for simulation of X-ray inspection in detection of cracks and other flaws. CIVA x-ray module is necessary to perform a task in NASA headquarters Code Q project titled: “Qualification of Requirements for Digital Radiography (DR) Crack Detection. NASA has used a temporary CIVA license to verify that the software would accomplish the x-ray inspection simulation task defined in the project. Currently, there is no other software that NASA has verified applicability to accomplish the Code Q project task. The project, when completed, would save millions of dollars by allowing implementation of reliable x-ray crack detection techniques in aerospace and industrial hardware.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
The impacts would be significant and numerous if another product were selected. If a new vendor/product was used to fulfill this functional need it would impact project schedules, project cost profiles, and personnel. Schedule impacts would be incurred to select from competing products and implement a potential different product and this impact would be on the order of months end to end.
There is risk that other software may not provide the desired output and may not provide satisfactory corroboration to empirical data, resulting in waste of government resources. To pursue the evaluation or procurement of an alternate service would be both operationally cost and time prohibitive.
