About this file
This Statement of Work (SOW) details NASA's requirement for electrical feedthroughs to support engine testing for the Orion Main Engine (OME) on Artemis VI through IX vehicles. The project involves upgrading obsolete electrical feedthroughs at NASA White Sands Test Facility's (WSTF) Propulsion Test Office Test Stand 403, with specific technical requirements for 10 fiber optic and 210 electrical connectors of precise specifications outlined in Table 1.
The procurement is planned as a sole-source contract with Douglas Electrical Components Inc. in Randolph, New Jersey, with a performance period from March 1, 2025 through December 1, 2025. NASA/NSSC intends to issue the contract under FAR 13.106-1(b)(1)(i), with performance located at NASA Goddard Space Flight Center. Interested organizations can submit capabilities and qualifications by 12 p.m. Central Standard Time on 3/17/2025, with the government retaining discretion on competitive procurement approach.

STATEMENT OF WORK (Sample)
1. Objective/Requirements The scope of work is to provide the systems necessary hardware to perform engine level development, qualification and acceptance testing of the new Orion Main Engine (OME). The OME will be part of Orion Service Module and will be used on NASA’s Artemis VI through IX vehicles.
As part of this effort the obsolete electrical feedthroughs at NASA WSTF Propulsion test offices Test Stand 403 must be upgraded to meet the OME qualification and acceptance testing requirements.
2. Characteristics, Scope, and Specs Vender shall provide the electrical feedthroughs, listed in Table 1 to update Test Stand
403. To meet propellant compatibility, flight hardware interface, and vacuum requirements the exact parts listed below must be provided. Any deviation must be approved by a technical authority at NASA WSTF Propulsion test office.
