About this file
This is a Brand Name Justification form from NASA Shared Services Center recommending procurement of Siemens Simcenter Flomaster software licenses from Siemens Industry Software Inc. The requirement is specifically for Siemens Simcenter Flomaster Dynamic AP Software (269593E) and Siemens Simcenter Flomaster Fluid Systems AP SW (269592 E), with a period of performance from 01/01/2025 to 12/31/2025.
The justification explains that NASA Stennis Space Center (SSC) has used Flomaster since 2008 for rocket propulsion test projects, making it essential for compatibility and continued operations. The document outlines that switching to a different software would result in significant negative impacts including: a year-long learning curve, 25-50% additional man-hours for analysis during the transition period, longer model construction and maintenance times, and the need to rebuild all archived models since existing Flomaster models would become unusable. The justification concludes that renewing Flomaster licenses represents the best value for the government due to these factors.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION
NASA SHARED SERVICES CENTER
RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE
OR BRAND NAME
PICK ONE
Sole Source:
☐I recommend that NASA, NASA Shared Services Center negotiate with Vendor Name only for . The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.
OR
Brand Name Justification:
☒I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject brand name from Siemens Industry Software Inc. for Siemens Simcenter Flomaster Dynamic
AP Software (269593E) & Siemens Simcenter Flomaster Fluid Systems AP SW (269592 E). The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 01/01/2025 – 12/31/2025.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
NASA Stennis Space Center (SSC) requires the purchase of the Siemens Simcenter Flomaster software to renew for EA30 and our Test Support Contractor which is used in the engineering support of Rocket
Propulsion Test Projects for various industry and government customers. Flomaster is the general-purpose Lumped Parameter Fluids Systems analysis tool that EA30 has used since 2008 in support of most of the test projects executed at SSC during this time, so this specific brand is needed to maintain compatibility. Only Siemens Industry Software system’s analysis software offers uniquely user-friendly graphical interface that aids in the speed in which models can be constructed and run.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
If another brand other than the Siemens Simcenter Flomaster were used, it would result in many having to learn a new tool which could be a man year effort. Our productivity would suffer to the tune of 25% to 50% additional man-hours required for a given analysis until we were proficient in the new tool. Once proficiency is obtained, new models will take longer to construct and maintain (based on experience with other tools). Finally, the archived models would need to be remade to assess new boundary conditions for instance, the existing Flomaster models would be of no use to us, and a new model would have to be built. There would be many negative consequences so renewing our Flomaster licenses and continuing to use the tool set we have been using is in fact the best value to the government.
