☒I recommend that NASA, NASA Shared Services Center negotiate with University of Texas at Austin only for the procurement of an engineered strain(s) (E. coli, S. cerevisiae, and P. pastoris) capable of producing lactic acid. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 9/30/25.

☐I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject brand name from Manufacture Name for Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

NASA and University of Texas at Austin previously worked on the B-SURE Program to showcase that targeted overexpression allowed for genetically modified microbial hosts to possess a high tolerance towards sources of radiation. This collaboration is based on joint intellectual property submitted to a DARPA RFI for future funding.

The University of Texas group has proprietary genetically modified organisms previously tested in the B-SURE program. They will also be utilizing NASA KSC’s APMBR (Anaerobic Phototrophic Membrane Bioreactor) output to further assess the engineered strain’s ability to produce lactic acid. This means the strains will be specifically engineered to produce lactic acid from NASA KSC’s APMBR output.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

Without the University of Texas at Austin’s specifically engineered strains, the work cannot be completed. Another vendor/brand would need to create engineered strains tolerant to radiation, which University of Texas at Austin already accomplished with the previous DARPA collaboration. With another vendor/brand, NASA would fall behind schedule and essentially jeopardize the success rate of the project. This would then have a cascading effect that will ultimately result in failing to accomplish one of NASA’s Moon to Mars Objectives.
