About this file

This is a NASA Shared Services Center (NSSC) Recommendation and Determination to Solicit from One Source document, specifically a sole source justification for Galorath, Inc. The document recommends negotiating with Galorath for the procurement of Electro Optical Sensors Option and Integrated Circuits Option for SEER-H Annual Site License, with a performance period of January 29, 2025 to January 28, 2026.

The justification explains that LaRC's Science and Program Analysis Office requires specialized costing software plug-ins that are only available from Galorath, as they are the sole vendor of the primary SEER-H program provided by NASA HQ to its centers. These enhancement plug-ins unlock additional capabilities not included in the base package and are necessary for conducting proper testing and research. The document emphasizes that no other manufacturers create these plug-ins, and their absence would cause a work stoppage in SACD analysis. The form is dated January 16, 2025 and follows template version V2.0 from March 15, 2017.

NASA SHARED SERVICES CENTER

RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE

OR BRAND NAME

PICK ONE

Sole Source:

☒I recommend that NASA, NASA Shared Services Center negotiate with Galorath, Inc only for Galorath Electro Optical Sensors Option for SEER-H, Annual Site License and Integrated Circuits Option for SEER- H; Annual Site License. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 01/29/2025 – 01/28/2026.

OR

Brand Name Justification:

☐I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject brand name from Manufacture Name for Supply or Service to be procured. The total estimated cost of this effort is $Dollar Amount and the estimated period of performance or lead-time for delivery is Date.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

LaRC’s Science and Program Analysis Office has a specialized costing software in place from HQ, SEER-H. We require the procurement of the Electrical Optical System and Integrated Circuits Plug-In, as was done in past years, Galorath, Inc. The plug-ins are written specifically for the SEER-H cost estimating software base-package that NASA HQ makes available to the centers. These enhancement plug-ins unlock further capabilities in the costing tool that do not come with the base package and are needed to conduct the proper testing and research.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

Galorath is the sole vendor of the primary program, SEER-H, and therefore is the only manufacturer of these needed plug-ins. The additional plug-ins are needed for a study in a SACD analysis. No other brands or manufacturers create these plug-ins. Not having the plug-ins will cause a work stoppage.
