About this file
This is a Recommendation and Determination to Solicit from One Source document from NASA Shared Services Center, recommending sole source procurement from the University of Wisconsin-Madison Space Science and Engineering Center (SSEC) for McIDAS-X - MX License & McIDAS Satellite Server Family Charges. The procurement covers Real-Time and Archive ADDE capabilities up to 180TB for a one-year period from January 1, 2025 through December 31, 2025.
The justification explains that McIDAS (Man computer Interactive Data Access System) software is required by NASA Langley Research Center (LaRC) for analyzing satellite and radar imagery, observational reports, and numerical forecasts. The software is essential for LaRC's atmospheric science projects, particularly the Clouds and the Earth's Radiant Energy System (CERES). SSEC at the University of Wisconsin-Madison has been the sole developer since 1973 and administers the McIDAS Users' Group (MUG), which pools subscription fees for maintenance and upgrades. No other vendors can provide this software or the required real-time access to GEO and LEO Satellites needed for NASA's research and operational needs, making this a valid sole source procurement.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION
NASA SHARED SERVICES CENTER
RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE
OR BRAND NAME
PICK ONE
Sole Source:
☒I recommend that NASA, NASA Shared Services Center negotiate with University of Wisconsin- Madison Space Science and Engineering Center (SSEC) only for McIDAS-X - MX License & McIDAS Satellite Server Family Charges - Real-Time and Archive ADDE only, Up to 180TB, 1 Year. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 01/01/2025 – 12/31/2025.
OR
Brand Name Justification:
☐I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject brand name from Manufacture Name for Product being purchased . The total estimated cost of this effort is $Dollar Amount and the estimated period of performance or lead-time for delivery is Date .
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
McIDAS (Man computer Interactive Data Access System) software is a suite of sophisticated software packages for use with geophysical data, such as satellite and radar imagery, in-situ observational reports, and gridded numerical forecasts. NASA Langley Research Center (LaRC) require the inherent capabilities and features found only in the McIDAS software to perform critical real-time satellite datasets needed to support NASA projects/programs. LaRC atmospheric science projects, programs and field campaign, in particular, the Clouds and the Earth’s Radiant Energy System (CERES) uses McIDAS to analyze the weather patterns and produce climate record. McIDAS (Man computer Interactive Data Access System) is a suite of sophisticated software packages for use with geophysical data, such as satellite and radar imagery, in-situ observational reports, and gridded numerical forecasts. McIDAS has been in use and under continual development by the Space Science and Engineering Center (SSEC) at the University of Wisconsin-Madison since 1973. The McIDAS Users' Group (MUG) is a subscription-basis membership group that pools its subscription fees to pay for the maintenance and upgrades of McIDAS software and documentation. The MUG has been in existence since 1989 and is administered by the Space Science and Engineering Center (SSEC) at the University of Wisconsin-Madison. The MUG is self-supported through annual subscription fees paid by its members to SSEC.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
It will severely impact the government because the real-time satellite data acquisition and processing system we use at Langley uses McIDAS software and satellite data access. The SatCORPS system we use at Langley supports many NASA projects, programs, and aircraft field campaigns. There are no other vendors that have McIDAS software or provides real-time access to all GEO and LEO Satellites that we need to support research and operational needs.
