About this file

This Statement of Work describes NASA Langley Research Center's requirement to replace a failed water chiller in Building 647 that feeds the Rotorcraft Hover Test Facility (RHTF). The chiller is used for water-cooled motors on rotorcraft wind tunnel models in the Transonic Dynamics Tunnel.

The technical requirements specify a 5-ton chiller with approximately 60,000 BTU/hr capacity, water flow rate greater than 15 GPM, and 208V 3-phase 60Hz electrical connections. The contractor must remove the existing chiller, modify the mounting stand (3'4" x 4'7") as needed, complete all electrical and water hookups, and demonstrate proper functionality. NASA intends to issue a sole-source contract to Power Mechanical Inc. of Newport News, VA, with responses due by 3:00 PM CST on February 4, 2025. The work will be performed at NASA Langley Research Center in Hampton, VA under NAICS code 333415.

Chiller for Rotorcraft Hover Facility

STATEMENT OF WORK

January 30, 2025

1. INTRODUCTION

This Statement of Work (SOW) describes the replacement of the water chiller in B647 that feeds the Rotorcraft Hover Test Facility (RHTF). The chiller feeds the water-cooled motors that are used on rotorcraft wind tunnel models used in the Transonic Dynamics Tunnel

(TDT). The current water chiller failed and due to the age cannot be repaired.

Figure 1. Current Water Chiller in B647.

2. Scope The scope of work is to remove the current chiller and acquire a replacement chiller. This work requires modification of the stand as needed to fit the new chiller. The recommendation is to just place a metal plate down onto the existing open frame (3’4” x

4’7”). The contractor shall install the new chiller with water hookup, electrical and other chiller requirements such as a flow switch, then startup and demonstrate a working chiller.

3. REQIREMENTS

3.1 Chiller Requirements

Chiller shall be a 5-ton chiller approximately 60,000 BTU/hr. The water flow rate shall be greater than 15 GPM. The chiller shall use 208V – 3phase – 60 Hz for electrical connections.

3.2 Installation Requirements

Contractor shall comply with all NASA and OSHA safety regulations. The contractor shall drain and remove the current chiller. The contractor shall modify the stand as needed to accommodate the new chiller. The installation shall include all electrical, water hookups and initial setup of the chiller, refer to Figure 1 for current hookup configuration.

4. PLACE OF DELIVERY

The Contractor shall contact technical representative for pick up or deliver to the following address:
