About this file

This is a Recommendation and Determination to Solicit from One Source document recommending that NASA Shared Services Center negotiate solely with Elementum3D, Inc. for GRX-810 powder, with an estimated delivery timeframe of 4-10 weeks.

The justification for sole source is that Elementum3D's GRX-810 powder is the only commercially available material successfully used in the POWER project collaboration with the Air Force. NASA has existing test data for this specific powder, making it essential for maintaining consistent material properties in their ongoing study. Using an alternative supplier would require material re-qualification, resulting in significant cost increases and schedule delays. The document, dated January 22, 2025, emphasizes that changing suppliers would risk project resources and waste funding due to the extensive testing, analysis, and certification processes required for re-qualification.

NASA SHARED SERVICES CENTER

RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE

OR BRAND NAME

PICK ONE

Sole Source:

☒I recommend that NASA, NASA Shared Services Center negotiate with Elementum3D, Inc. only for GRX-810 powder. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 4-10 weeks.

OR

Brand Name Justification:

☐I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject band name from Manufacture Name for Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

The GRX-810 powder produced by Elementum3D is the only commercially available material that has been successfully utilized in the POWER project collaboration with the Air Force. This powder is the sole material for which NASA has existing test data, making it critical for ensuring consistent material properties necessary to complete the ongoing study.

Using a powder sourced from any other vendor would require re-qualification of the material, incurring significant additional costs and delays. The re-qualification process would not only extend the project timeline but also result in substantial expenditure of government resources, which is neither cost-effective nor in the best interest of the government.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

Not using this powder supplier could risk the project significant time and resources and waste the funding in the project. 1. Cost Impact: Using a different supplier would require re-qualification of the material to ensure it meets the technical specifications and material properties required for the study. 2. Re-qualification efforts would involve extensive testing, analysis, and certification processes.
