About this file

This is a Recommendation and Determination to Solicit from One Source (RDSS) form from NASA Shared Services Center recommending sole source negotiation with MSMgroup, Inc. for the iSiteGov Contract Management System. The period of performance is from December 15, 2024 to June 14, 2025.

The justification explains that this procurement is for the renewal of iSite software licenses plus additional costs for custom reports, pages, and training for the KSC iSite System Administrator. The document states that iSite is the only known system offering the required level of configurability and management capability while meeting FedRAMP and Section 508 compliance standards. MSMgroup, Inc. is identified as a Service-Disabled Veteran-Owned Small Business (SDVOSB). The justification notes that selecting another vendor would result in substantially higher costs for development and licensing, as well as significant schedule delays that would not meet NASA's immediate needs for a task order management system. The system is used to integrate various stakeholders including Contracting Officers, CORs, Task Monitors, Resource Analysts, Program Managers and others to monitor government contract status.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION

NASA SHARED SERVICES CENTER

RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE

OR BRAND NAME

PICK ONE

Sole Source:

☒I recommend that NASA, NASA Shared Services Center negotiate with MSMgroup, Inc. (the iSite vendor) only for iSiteGov Contract Management System. (iSite is a registered trademark of MSMgroup, Inc.). The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 12/15/2024 - 6/14/2025.

OR

Brand Name Justification:

☐I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject band name from Manufacture Name for Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

This procurement entails the renewal of the iSite software license, which is an annual requirement, along with additional costs for the development of custom reports and pages, and for training the KSC iSite System Administrator. iSite is a comprehensive software solution that facilitates end-to-end management and reporting of customer projects across various procurement methods. It is the only known system that offers such a high level of configurability and management capability while being compliant with FedRAMP and Section 508 standards. Moreover, utilizing iSite represents a significantly lower cost to the government compared to developing a new system to fulfill our requirements. iSiteGov provides a collaborative, transparent, and data-driven system that integrates Contracting Officers, Contracting Officer’s Representatives, Task Monitors/Technical Points of Contact, Resource Analysts/Funders, Program Managers, Group/Division Managers, Task Leads, Business Managers, and other stakeholders to effectively monitor the status of any Government contract. MSMgroup, Inc. is a Service-Disabled Veteran-Owned Small Business (SDVOSB).

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

Should another vendor or brand be utilized, the following implications for the government may arise:

Cost: Analysis of all options has revealed that alternatives would incur substantially higher costs due to the development support required to modify another system to fulfill our requirements, as well as the number of licenses needed to support our workforce.Schedule: The decision to select this highly customizable COTS program was influenced by its capability to provide the quickest path to implementing a task order management system. This system will enable us to monitor projects effectively from inception to completion across various procurement methods. The development of a custom system would be a lengthy process, potentially taking years, which would not be practical and would not adequately address our immediate needs.
