About this file
This document is a Brand Name Justification (BNJ) for the proposed acquisition of Altair Engineering software products and maintenance renewals by the National Aeronautics and Space Administration (NASA) Langley Research Center (LaRC). The justification cites the unique capabilities and seamless integration of the Altair software suite with LaRC's existing applications and workflows, which are critical to meeting project requirements efficiently. Procurement will be on a sole-source basis as competition is deemed impractical. The total estimated cost is undisclosed, with a period of performance from 12/22/2024 to 12/21/2025. The associated federal contract opportunity, Solicitation Number 80NSSC25888293Q, is for the "Altair Units LaRC Center Renewal FY25" requirement, which is designated as a brand name procurement.

Brand Name Justification:
☒I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject brand name from Altair Engineering, Inc for Altair Units Lease and Maintenance Renewals (AU-ENT-STD-AN), (AU-ME-STD-AN), (AU-ME-STD-AN) & (AU-ENT-STD-MNT). The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 12/22/2024 – 12/21/2025.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
NASA Langley Research Center (LaRC) requires the purchase of the Altair Units Lease and Maintenance Renewals to renew for continued use. LaRC researchers have been using Altair’s pre and post processing software for over 15 years and have achieved a level of efficiency and expertise with the software. This specific brand’s data transfers seamlessly to the dynamic landing analysis software (LS- DYNA) and computer aided design (Pro Engineer) software ensuring consistency between what is being built, tested and analyzed. The efficiency of this interface is critical to meeting project requirements in a timely manner. Altair’s unique capabilities are critical to the success of numerous in-house and flight projects at NASA LaRC so only this brand will maintain compatibility with the current services in use.
Uninterrupted use of the Altair Units Suite software package is critical to meeting a variety of project analysis requirements here at NASA Langley in an efficient manner.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
If another brand other than Altair Engineering was used, it would result in a total work stoppage and overall cost increase to the government to find a software with identical capabilities that can seamlessly integrate into the environment. Only the Altair software can meet the necessary requirements that are needed for our projects.
