About this file

This document is a Statement of Work (SOW) for a contract between NASA and PreScouter Inc. to provide market research and technology trend analysis for NASA's Convergent Aeronautics Solutions (CAS) project. The key objectives are to:

  1. Understand the current state of technology and trends in focus areas identified by CAS, including specific technologies, challenges, development paths, and timeframes.
  2. Identify emerging technologies, adoption trends, and key players in these opportunity areas.
  3. Provide insights on improving organizational agility to enable faster decision making.
  4. Understand major challenges or needs from stakeholders in the opportunity areas.

The SOW requires PreScouter to provide 20 Intelligence Briefs (IBs) over the 12-month period of performance, covering topics such as social media analysis, belief systems research, and broad PESTEL trend identification. PreScouter is also tasked with investigating the use of drones for emergency medical applications. The related federal contract opportunity is a sole source procurement by NASA/NSSC for this work with PreScouter.

STATEMENT OF WORK

DATED: Aug 27, 2024

1. Introduction/Background:

The NASA Aeronautics Research Mission Directorate’s (ARMD) Convergent Aeronautics Solutions (CAS) Project identifies aeronautics focus areas that have potentially transformative opportunities that can be further matured for aviation. Convergent innovation is innovation that involves complex system integration arising from a diversity of people, disciplines and domains. CAS seeks to promote a rich culture of innovation and explores evolving needs and opportunities in the aeronautics ecosystem and broader society. To increase the delivery of truly transformational innovation to the ARMD portfolio and the aviation community, CAS is being redesigned to methodically identify the right problems – with a focus on those that are highly complex and “wicked”. CAS seeks to approach this problem-focused innovation through increased understanding of the broader societal, technological, industrial, and organizational landscape and by embracing innovative approaches such as design research, design thinking, lean, and system thinking and others. The hypothesis is that this will lead to convergent solutions that are transformative and able to address problem areas often called “wicked”.

As part of the early CAS lifecycle (Discovery) multi-faceted data from wide and varied sources are ingested to identify potential focus areas for further exploration. This data may include examining emerging markets and understanding societal, technological, and industrial ecosystems and trends. Once potential areas of focus are identified, the reimagined CAS project plans to conduct a prototype and execute specific opportunities. This may be done through multiple approaches that include data gathered from stakeholder interviews, market data, analytics and workshops.

Concepts are then formulated within these opportunity spaces and prototyped in the execution phase.

1.0 Scope of Work:

The scope of this work is to provide the CAS project with in-depth market research in areas identified by CAS to aid in opportunity discovery. CAS will provide PreScouter with areas to focus on and a minimum set of technology areas of interest.

2.0 Objectives:

1. To understand the current state of technology and trend landscape that potentially supports an identified focus area. This includes specific technologies, challenges, development paths and timeframes.

2. To understand emerging technology, adoption, use trends within a discipline (e.g.

energy storage or gaming platforms).

3. To understand key players (investors, researchers, users etc.) in the area.

4. To understand methods/processes and best practices to improve organizational agility in order to allow the organization to enable faster decision making and quicker responses unseen challenges

5. To understand what stakeholders in the opportunity areas see as major challenges or needs

3.0 Description of the Work/Contractor Tasks:

1. Provide AI Consumer Insight (AICI) analysis

a. Leveraging PreScouter’s expertise in data analytics and sentiment analysis in order to provide insights regarding consumer sentiments towards different technologies, ideologies, and organizations. Potential platforms to be analyzed may include:

i. Reddit

ii. Facebook

iii. Youtube comments

b. Deliver every 3 months

2. Updates to previous PreScouter NASA work

a. Belief systems analysis

b. Airport door to door PAX investigation

c. Creative one-off experiments/news/ implications

3. New IB on Aerial Aid investigation (See appendix A).

4. Helping NASA see trends more broadly across social, political, technical landscapes to understand new opportunities and where things are moving

a. Insights from PreScouter’s work across nearly every industry, to be customized in terms of frequency and methodology to fit NASA’s needs technologies, industries, topics of interest, organizations, etc.

b. Periodic trend reports across different domains

c. Every 6 months

5. Topic Briefings

a. Based on CAS team workstreams

NASA will provide the following:

Suggested problem areas informed by NASA strategic guidance;

NASA personnel to serve as SME for market and technology knowledge elicitation (non-exhaustive) Virtual meeting environment for monthly meetings and any intermediate discussions that are needed.

Period of Performance

The contractor shall be available during the base period of 12 months for consultation and iteration (within reason). The period of performance will start immediately following task order award.

4.0 Deliverables:

PreScouter shall provide a total of 20 Intelligence Briefs (IBs)

1. 7 Intelligence Briefs (IBs) no later than 1 month after receiving SOW from NASA, on Topics identified by NASA team - Identify and analyze new technologies, trends, and potential partners across industries.

a. Approach: Use SME interviews, patent analysis, and technology landscaping to identify key opportunities and partners for NASA.

Approach to be customized based on NASA needs and to be directed via use of NASA-generated templates in order to facilitate integration with other NASA workstreams

2. 4 IBs, once every 3 months, starting 1 month after period of performance commences, on Social Monitoring of news, emerging technologies and sentiment analysis based on input from social media platforms such as Reddit, YouTube, Facebook and others.

a. Co-develop metrics for analysis with NASA team

3. Co-published research paper (4 IBs) on the impact of social systems and authoritative power, analyzing belief systems in historical and contemporary contexts based on IBs in previous period of performance.

a. Delivered 6 months after start of period of performance.

4. 5 IBs on signals and trends in PESTEL (Policy, Economics, Social Science, Technology, Environment, Law)

a. Identify emerging technology areas and their societal implications, predicting where new ideas will emerge.

b. Identify unique or unusual events, experiments, news that could signal large changes in PESTEL in the future.

c. IBs to be delivered every 2 months starting 1 month after period of performance.

Aerial Aid Investigation questions

Are there EMS organizations using drones right now (globally)? For what use case? (Scene assessment, delivery, etc..)?

o Please contact them if possible or provide us with a POC if contact is not possible: ask them what they are using, how they are using, What are the startups offering / what do the end-users actually want and need?

Is there an advantage to doing computer vision on these drones as opposed to human monitoring alone or offline analysis after flight. What are the challenges/opportunities?

Are stakeholders doing real-time vs. offline analysis of video from UAS?

What is the state of using UAS for rapid delivery of medical goods o AEDs, o Tourniquet o Blood o Narcan, other medicine that is needed quickly

What is the state of using UAS for emergency medical scene assessment o What emergency scenes?

Can Prescouter connect with (talk to people in these areas) o Local municipalities o UAS start ups o ..to get an idea what technology is currently out here RE: medical UAS
