About this file
This document is a Statement of Work (SOW) detailing the requirements for FOMS Inc. to develop and deliver space-annealed glass preforms for analysis and use in drawing advanced optical fiber. The key objectives include: 1) conducting experiments on the International Space Station (ISS) to anneal exotic glass preforms using the Space Fibers 3 facility, 2) delivering flight and ground samples to the Government for independent testing, and 3) including the results of in-space annealing in a final report.
FOMS is required to provide a Concept of Operations, Hazard Reports, and a post-mission summary report within 30 days after completing ISS operations. They must also deliver a comprehensive final report detailing on-orbit testing and relevant ground test results, as well as flight and ground samples for Government use. The total firm fixed price of this task order is $199,619.20, with milestone payments scheduled at key deliverables such as kickoff, safety data submittal, completion of glass preform annealing operations, and post-mission analysis and sample delivery.

STATEMENT OF WORK
The following describes the manner in which FOMS Inc. will develop and deliver space-annealed glass preforms for analysis by the Government and for use in drawing advanced optical fiber in space and on Earth.
1. Objectives and Requirements
FOMS shall conduct experiments on the International Space Station (ISS) to anneal exotic glass preforms using their Space Fibers 3 facility. After the on-orbit demonstrations are accomplished and flight samples are returned to Earth, FOMS will conduct post-mission testing and analysis of the glass preforms to evaluate their physical qualities and the contribution to the performance of space drawn fibers when compared against appropriate controls. FOMS shall deliver flight and ground samples to the Government for independent testing and validation of FOMS post-flight test results. Finally, FOMS will include the results of in-space annealing in a final report.
FOMS will demonstrate the extent to which microgravity annealing of glass preforms:
• Alters the number of defects precent in the glass preform
• Concentrates the defect(s) present in the glass preform
• Improves the performance of optical fiber produced in microgravity
• Improves the performance of “Hybrid” optical fiber produced on Earth
2. Specifications
a. FOMS shall deliver a Concept of Operations (ConOps) describing how the Space
Fibers 3 facility will be used to conduct glass annealing on the ISS.
b. FOMS shall deliver Hazard Reports to the ISS Safety Review Panel (SRP).
c. FOMS shall use Space Fibers 3 facility to demonstrate high temperature annealing of heavy metal fluoride glass preforms and customer provided crystal on the ISS.
d. FOMS shall deliver a post-mission summary report within 30 days after completion of
ISS operations summarizing the preliminary results of onboard operations.
e. FOMS shall submit a comprehensive final report detailing on-orbit testing and relevant ground test results.
f. FOMS shall provide NASA with flight and ground samples for use in independent test and evaluation to validate FOMS results. FOMS shall select paired flight/ground samples that are representative of the best quality produced.
