About this file
This document appears to be a Statement of Work (SOW) for the purchase of five ATI Delta load cell transducers and associated equipment for NASA Ames Research Center's Multirotor Test Bed (MTB) wind tunnel testing.
The SOW explains that the current Interface load cells used in previous MTB tests are not strong enough to handle the higher loading conditions planned for the upcoming MTB3 test. As such, NASA is seeking to procure five ATI Delta load cells, which have the required capabilities and for which NASA personnel have prior experience and familiarity. The SOW specifies the required hardware, including the load cells, additional calibration ranges, power supplies, and cables. It also notes that a sole-source justification is included, as NASA has determined that the ATI Delta load cells are the only acceptable option to meet the testing requirements. The related federal contract opportunity is a Special Notice solicitation for this sole-source procurement.

Item Description ATI Delta Load Cells for MTB3
Background:
The Aeromechanics Office (Code AV) at NASA Ames routinely conducts testing of small-scale multirotor systems to accomplish the research tasks set by the RVLT (revolutionary vertical lift and technology) project. The MTB, Multirotor Test Bed, is a test stand that researches the performance and acoustics of various multirotor configurations. During the MTB1 and MTB2 wind tunnel tests, the MTB used Interface load cells. However, the next test, MTB3, plans to go to higher loading conditions which the current Interface load cells are not strong enough to withstand. Thus, stronger load cells are needed for the upcoming test. Previous NASA wind tunnel tests have used load cells from ATI Industrial Automation with success. These load cells have the requirements necessary for the upcoming MTB3 test.
It is desired that 5 ATI Delta load cells be purchased since 5 stronger load cells are needed for the test.
In order to mitigate inconsistencies between the rotors, it is essential that all load cells are the exact same make and model. A big advantage to these load cells is that 2 different calibrations can be purchased and applied to the load cell at the same time. This allows for obtaining more accurate data at wind tunnel testing conditions as well as have reasonably accurate data for higher conditions in case loads are higher than expected.
Additionally, using load cells that NASA is familiar with provides a risk reduction to the test. Since multiple NASA teams have experience operating these load cells in the wind tunnel testing environment, understand how to use the load cells, and have experience setting them up on the model and with various data acquisition systems, this reduces risk and time.
A separate sole-source justification is included with this Purchase Request as well as a quote from the vendor for the below hardware.
