STATEMENT OF WORK
Logistics Support for the SOFIA Project Close Out
Objective and Scope
Perform overall Logistics Support, with an emphasis on Export Control, to the closeout of the SOFIA project by providing research and recommended classification of hardware, software, technology, information, and data for disposal as identified by NASA.
Work Locations
Primary Work Location: Main Campus of Armstrong Flight Research Center (AFRC).
AFRC Main Campus is located on Edwards Air Force Base which is in Kern County.
Work will be Hybrid – Remote and on-site. Minimal travel.
Other government facilities as needed
Core Hours
Core hours are the hours within Normal Duty Hours during which all flexible work schedules overlap. Regularly scheduled meetings shall be held during Core hours to maximize participation. Core hours are 8:00 am to 3:00 pm on days with Normal Duty Hours.
Material Coordinator Logistics Support Services
The contractor shall provide material coordinator logistics support, with an emphasis on Export Control, to the closeout of the SOFIA project to include but not be limited to:
The individual should have an extensive working background and knowledge of commercial aircraft commodities as associated with US Export control laws for parts, systems, and components and/or have an experience working with manufacturers to identify and appropriately classify all aircraft commodities.
Coordinate, expedite and provide recommendations for export control classification (i.e., Export Control Classification Number, or ECCN) of hardware, software, technology, information, and data for disposal as identified by NASA program personnel and coordinate as needed with the Armstrong Flight Research Center (AFRC) and Ames Research Center (ARC) Center Export Administrators, and Center Export Representatives. In addition, research and provide recommendations on restrictions and conditions for temporary and permanent exports.
Develop and review documents, information releases, forms, templates, etc. in support of export policies and activities.
Review, analyze, and report on export records such as Memorandum of Agreements (MOA) or Understanding (MOU), NASA Contractor’s licenses, Technical Assistance Requests, Committee on Foreign Investments in US company requests, licenses, pending legislation regulations and laws, etc. For example, how export classification analysis would be conducted.
Maintain familiarity with NASA policies and procedures for Export Control in accordance with NPR 2190.1 and AFOP-2190.1-001. Participate in NASA provided training on Export Control, as required.
The individual should have familiarity and/or experience, knowledge of export control software applications with Descartes Visual Compliance and/or OCR EASE platforms or equivalent export screening sites.
Provide export compliance certification such as Certified US Export Compliance Officer (CUSECO), Export Compliance Professional-Export Administration Regulations (ECoP-EAR) or Export Compliance Professional-International Traffic in Arms Regulations (ECoP-ITAR).
Describe experience in performing export classifications.
