About this file

This document is a Statement of Work (SOW) for a contract opportunity to provide radiometric calibration and characterization services for a set of field radiometers in support of the NASA Plankton, Aerosol, Cloud, ocean Ecosystem (PACE) mission. The work will be performed by the Tartu Observatory at the University of Tartu in Estonia, and includes an initial assessment of the radiometers, full radiometric characterization of 23 sensors, and additional absolute radiometric calibration of 18 sensors. The calibration and characterization services are required from September 1, 2024 to December 31, 2025. This is a sole source procurement by the NASA Shared Services Center, as the Tartu Observatory has unique capabilities and expertise that are not commercially available.

STATEMENT OF WORK

4200879425

1. Objective/Requirements Radiometric calibration and characterization required for ocean radiometer measurement protocol compliance. Satellite mission validation quality is to be performed on a designated set of field radiometers by a qualified laboratory (Tartu Observatory of the University of Tartu, Estonia) in support of the NASA Plankton, Aerosol, Cloud ocean Ecosystem (PACE) mission.

2. Characteristics, Scope, and Specs Tartu Observatory recently co-developed the Protocols for Satellite Ocean Colour Data Validation: In Situ Radiometry (http://dx.doi.org/10.25607/OBP-691) with NASA and others. The laboratory provides radiometric calibrations in addition to a full suite of radiometric characterizations for field radiometers with accompanying uncertainties that our market research has shown are unobtainable from known commercial vendors.

Performing this work at Tartu Observatory will allow NASA to intercompare calibration methodologies and results between those historically used by U.S. and European space agencies.

The laboratory shall perform the following duties:

• An initial assessment of the Insitu Marine Optics (IMO) DALEC radiometer package

(to be provided on loan by NASA) for the purpose of establishing calibration and characterization capabilities to include anticipated requirements for any additional optical benches, jigs, thermal chambers, light sources, and other necessary laboratory equipment for full radiometric characterization, as itemized below.

• Full instrument radiometric characterization, as itemized below, will be performed on seven (7) Sea-Bird Scientific HyperOCR radiometers, and eight (8) TriOS RAMSES radiometers.

• Radiometric characterization shall include the following properties for the listed number of sensors:

o Absolute radiometric calibration with uncertainty (15 sensors) o Dark current noise (15) o Linearity of response (15) o Straylight response (15) o Angularity of response (irradiance sensors only) (9) o Thermal response (15) o Polarization response (radiance sensors only) (6)

• Absolute radiometric calibration with uncertainty will be performed on an additional eighteen (18) Sea-Bird HyperOCR radiometers.

• Processed results from all calibrations and characterizations will be provided to NASA and made available in the Fiducial Radiometer Database (https://ocdb.readthedocs.io/en/latest/fidrad-database.html) http://dx.doi.org/10.25607/OBP-691

3. Place of Performance Tartu Observatory of the University of Tartu, Tõravere, Estonia. Instruments will be shipped to and from Tartu Observatory individually or in sets on a schedule to be agreed upon within the Period of Performance to minimize time lost in field sampling.

4. Period of Performance Calibration and characterization services will be performed during the time period September 1, 2024 – December 31, 2025.
