About this file
This document is a Recommendation and Determination to Solicit from One Source or Brand Name for the procurement of Novec 7100 Engineered Fluid for oxygen cleaning of parts at the NASA Glenn Research Center. The total estimated cost is undisclosed, with an estimated period of performance through 12/31/2024. The justification is that Novec 7100 is the only cleaning fluid approved for use per the current NASA Glenn cleaning procedures, and using an alternative fluid would negatively impact projects requiring onsite oxygen cleaning due to the need to send components offsite, which is more expensive and causes schedule delays. The NASA Shared Services Center is the procuring agency for this Brand Name requirement, and only authorized resellers are permitted to quote.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION
NASA SHARED SERVICES CENTER
RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE
OR BRAND NAME
PICK ONE
Sole Source:
☐I recommend that NASA, NASA Shared Services Center negotiate with Vendor Name only for Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.
OR
Brand Name Justification:
☒I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject band name from 3M for Novec 7100 Engineered Fluid. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 12/31/2024.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
Novec 7100 Engineered Fluid is used for oxygen cleaning of parts onsite. This is the only cleaning fluid which is approved for use for oxygen cleaning at NASA Glenn per our current procedures.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
The impact to the government if we do not use this cleaning fluid is that we will not be able to do oxygen cleaning onsite. This is currently the only approved cleaning fluid per the NASA Glenn cleaning procedure. If a different cleaning fluid was chosen there would be a negative impact to projects because we will not be able to do any cleaning onsite until a new procedure and cleaning fluid is approved. This would have a negative impact to projects because we would need to send components offsite to be cleaned which is more expensive and it would negatively impact project schedules because it always takes longer to send oxygen cleaning to outside vendors. In addition, if this cleaning fluid is not purchased our in house oxygen cleaning would be down for an indeterminate length of time until a replacement fluid could be found, tested, and a new cleaning procedure approved. This would negatively affect any projects needing oxygen cleaning for high profile testing of fuel cells or cryogenic testing at the NASA Glenn SmIRF facility.
